ENVIRONMENTAL BOARD MEETING MARCH 28, 2007 <br />Ms. DeHaven made a motion to approve the agenda as amended. Mr. Traylor <br />seconded the motion. Motion carried unanimously. <br />Mr. Brown excused himself from the meeting at 6:38 p.m. <br />4. OPEN MIKE <br />Open Mike was opened and closed at 6:38 p.m. No citizen comments were made. <br />5. ACTION ITEMS <br />A. Conditional Use Permit for earth material storage at 6644 20th Avenue, Royal <br />Oaks Realty <br />Mr. Asleson reviewed the background and analysis. He noted that he was <br />informed that additional storage material was proposed to be stored since he wrote <br />the staff report. He was informed that this project requires approval from the Rice <br />Creek Watershed District. He noted that the wetland on the property was <br />delineated but not marked and there is a silt fence in place. <br />Mr. Asleson stated that a tree preservation plan is necessary. <br />Ms. O'Dea asked if access to the site should be addressed. Mr. Asleson replied <br />that access would be addressed as part of the SWPP Plan. <br />Mike Black, Royal Oaks Realty, Applicant, stated that the Conditional Use Permit <br />will be used until the property gets developed. He anticipated a use for two to <br />three years. They will stockpile black dirt on site to be used as needed. He noted <br />it is not intended for a large use and there will be no sale of material. <br />Mr. Black stated that they plan to store approximately 15,000 cubic yards, <br />however they would accept a condition of approval limiting the amount of storage <br />material. He noted that the amount of dirt will fluctuate as it is used. He stated <br />the storage area will only be visible from 35E. He expects trucks to access the site <br />about once a week. <br />Mr. Asleson stated that inactive areas need to be covered per the SWPPP, which <br />is required for more than one acre. Mr. Black stated that the usable area of the site <br />will be less than one acre, but will follow the city and RCWD's recommendations. <br />Mr. Black noted that they do not intend to remove any trees. Mr. Asleson stated <br />that the property will be considered a construction site, which requires a tree <br />preservation plan if there is a soil disturbance within 50 feet of any trees. <br />2 DRAFT MINUTES <br />• <br />t <br />
