• <br />ENVIRONMENTAL BOARD MEETING MARCH 28, 2007 <br />Ms. Brouillet asked where the soil is coming from that will be stockpiled. Mr. <br />Black responded that the dirt will come from both Lino Lakes and Centerville. <br />Ms. Bor asked staff if the ordinance requires that the applicant would need to <br />come back to the city for any alterations of the use, and if the city can visit the site <br />for compliance. Mr. Asleson replied yes to both questions. <br />Mr. Black stated that he understands that the CUP can be revoked if conditions <br />are not met. <br />Board members recommended that the wetland delineation area be remarked. Mr. <br />Asleson said that he is meeting on Friday morning to discuss the wetland <br />delineation area. Mr. Asleson explained that the RCWD is the city's LGU, and <br />that the city has responsibility for management and integrity of our construction <br />sites. He stated that the city has an inspector on staff, Tim Payne, who will be <br />invited to the meeting on Friday morning. <br />Mr. Black stated that they will do a SWPP Plan and they will follow Best <br />Management Practices. Mr. Black stated that they measured the pile of dirt from <br />its deepest and widest measurements at just under an acre. He noted that the dirt <br />pile is not as wide as the silt fence area. <br />• Ms. Bor made a motion to recommend approval of the Conditional Use Permit <br />with the following recommendations: <br />1) Clarify the wetland delineation area. <br />2) Submit a tree preservation plan or move the dirt pile away from tree root <br />areas. <br />Ms. Brouillet seconded the motion. Motion carried 7 -0. <br />6. DISCUSSION ITEMS <br />A. Stoneybrook <br />Ms. Brouillet stated concerns about the Stoneybrook development. She said there <br />is a dispute over who is responsible for maintenance of the monument signs and <br />the wetlands in Stoneybrook. She asked Mr. Asleson if he could look into the <br />issue to see if there is escrow money from the developer at the city for this <br />purpose. Ms. Brouillet wants developers to be responsible for maintenance of <br />these areas and does not want to see problems with future developments. Mr. <br />Asleson agreed to look into who is responsible for these items. <br />Ms. O'Dea stated that the board should be able to review conservation easements <br />as they are proposed prior to council approval.
