ENVIRONMENTAL BOARD MEETING MARCH 28, 2007 <br />this discussion to next month's meeting agenda. She asked if Mr. Grochala could <br />attend to speak on the issue. Mr. Asleson agreed to speak with Mr. Grochala <br />about this issue. <br />B. Target Landscaping <br />Mr. Asleson explained that ponding and wetland mitigation was necessary for the <br />Target site as the city looked for every opportunity to maintain water by <br />maximizing a small site. He explained that the small native islands were for <br />storing rainwater. He noted the design was to take water overflow to the north <br />side of the building. He stated that ultimately the design failed and Target <br />recognized they did not get what they paid for. He stated that about three years <br />ago they redesigned the site, which will include a berm at the end of this year. He <br />said they will perform a burn at the end of one more year, then they will see how it <br />looks after the three -year cycle. He stated that the site should look better next <br />spring or changes will need to be made. He explained that lots of new structural <br />BMPs are being designed. Mr. Asleson explained that a presence of native plants <br />greater than 50% would be a success. Mr. Asleson stated that Target has worked <br />well with the city. <br />C. Comprehensive Plan Update <br />Mr. Asleson said that the first Comprehensive Advisory Panel meeting took place. <br />Ms. Bor gave a summary of the meeting, stating that there seems to be a lot of <br />pressure that the city is divided in two by its East and West sides. She stated that <br />the city acknowledges and supports resident input. She noted that over 60% of the <br />subjects addressed environmental issues. The next Advisory Panel meeting is <br />scheduled for April 4. <br />Updates /Other Items <br />Mr. Asleson stated that the city is in the top three running for environmental <br />initiative. <br />SHEP <br />Mr. Asleson noted that SHEP will be going to the Monday Council Work Session. <br />He will find out what is necessary for the presentation. He stated that the city is <br />considered an in -kind partner and the data presented will be useful for the future. <br />Peltier Island <br />Mr. Asleson stated that as of Monday, three birds were seen on their nests. He <br />stated that Glen Fox saw a dozen and will continue to observe. Mr. Asleson <br />informed the board that four raccoons and 14 opossums were trapped. He noted <br />that there are no cameras set up for monitoring this year. Mr. Asleson said they <br />will provide additional sticks and twigs to improve the habitat. <br />4 DRAFT MINUTES <br />• <br />• <br />• <br />
