• Agenda Item 5A <br />• <br />Environmental Board Meeting Date: May 30, 2007 <br />Topic: Grandview /Preliminary Plat and variance for minimum lot depth and <br />minimum lot area within the shoreland area. <br />Background: <br />Request <br />Royal Oaks Realty has submitted an application for Preliminary Plat of Eight <br />(includes parsonage house) single family lots known as "Grandview ". <br />Site Location <br />The Grandview Development proposal is located east of Lake Drive, and North <br />of Gethsemane United Methodist Church, and adjacent to Marshan Lake. <br />Site Data <br />Gross Area: 3.32 acres <br />Upland Area: 3.24 acres <br />Wetland: 0.08 Acres <br />Total Lots 8 <br />Existing Zoning is R -1. Proposed Zoning is R -1. The proposed development is <br />in a Shoreland Overlay District. Shoreland means land located within 1000 feet <br />from the ordinary high water level (OHW) of the lakes and land located within 300 <br />feet from the streams classified in section 1102.05 of the code, or the landward <br />extent of a flood plain designated by ordinance on a river or stream , whichever <br />is greatest. <br />The area would be serviced with city sewer and water and is located in the <br />MUSA boundary area. <br />Analysis: <br />Shoreland Area <br />The development proposal is in a shoreland overlay area, and NPDES area of <br />"Within 200 feet of Lake." <br />The Shore Impact Zone within a Shoreland Area is defined as land located <br />between the ordinary high water level of a public water and a line parallel to it at <br />a setback of 50 % of the structure setback. This is the closest distance that a <br />structure may be built in a shoreland district. The Grandview proposal meets <br />
