The removal of vegetation is also prohibited in a shore <br />Impact Zone. <br />Surface Water Management <br />Preliminary Grading Plan (Attachment 4) shows a National Urban Runoff Pond <br />(NURP) and an infiltration pond on the SW side of the project. Sizing must be <br />verified for volume storage, runoff rate and infiltration requirements on proposed <br />infiltration and storage ponds. <br />All infiltration areas must be protected from construction as part of the Storm <br />Water Pollution Prevention Plan. <br />All infiltration, pond, and disturbed wetland areas must be planted with the City <br />native seed mix and managed by a company listed with the Minnesota DNR as <br />recommended for such work for a period of at least 3 years. <br />Plan should show access for pond and infiltration area maintenance. <br />Suggest that all houses direct runoff from impervious to pervious grass areas <br />through the use of downspouts. <br />A temporary sediment pond should be installed somewhere on the site that will <br />accept construction water from storm events. <br />There should be an agreement that all builders agree to landscape contractor <br />requirements for tilling top soil into the subsoil before sodding occurs. <br />Suggest that the developer prepare a brochure for new home owners. The <br />brochure should discuss the importance of water treatment and that some areas <br />may be a bit wet after a storm. Other information should include Shoreland <br />Overlay district restrictions on vegetation removal. <br />Conservation Easement Recommended <br />In an effort to address MNDNR concerns for rare species, a conservation <br />easement should be required to include the shoreland Impact Zone to Marshan <br />Lake. Signage should be placed at the boundaries where the easement areas <br />are described. The Conservation Easement should be similar in nature to the <br />easement granted in the Marshan Meadows Development. City control over all <br />surface water treatment features should be maintained.
