Architectural Design Guidelines: The Architectural Design Guidelines shall be <br />those approved by the Lino Lakes Town Center Committee. Buildings and signage <br />will be reviewed for approval by the Town Center Committee. <br />Findings for Rezoning <br />The Planning and Zoning Board shall consider possible adverse effects of the proposed <br />amendment. Its judgment shall be based upon, but not limited to, the following factors: <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Plan. <br />The site is guided for shopping center uses in the current Comprehensive Plan <br />(Interchange Study) and the draft 1998 Plan guides the site for commercial uses. The <br />rezoning from SC Shopping Center to PDO for retail uses does not change the actual <br />type of uses. The Interchange Study recommends the area be part of a planned <br />development, and this is the first step. <br />2. The proposed use is or will be compatible with present and future land uses of the <br />area. <br />The restaurant and other retail uses will be compatible with the other retail uses in the <br />area and the General Business uses in the zoning district across Lake Drive. <br />3. The proposed use conforms with all performance standards herein. <br />A PDO allows flexibility from typical zoning standards. All uses will be required to <br />conform to the design standards as described above. Elements not specifically <br />addressed in the design standards will be subject to the Zoning Ordinance and other <br />City controls. <br />4. The proposed use can be accommodated with existing public services and will not <br />overburden the City's service capacity. <br />Sewer and water are being extended up Lake Drive from the existing Apollo Drive. <br />The site will connect to the new facilities, which can accommodate the site. The site <br />is within the current MUSA. <br />
