Will conform to specific standards of this ordinance applicable to the particular use. <br />Staff would find that the above mentioned criteria can be met in regard to the proposed <br />use and expansion with the conditions listed at the end of this report. The VFW has been <br />an asset to the community and continues to support community events, programs and <br />activities. <br />SITE PLAN REVIEW ANALYSIS: <br />Building location and parking area: The proposed addition is to be located on the <br />north side of the existing building which will be upgraded to match the new structure. It <br />was suggested that the VFW demolish the existing building and construct the new <br />structure entirely within the setback requirements, however, the membership determined <br />that they wanted the existing structure to remain. The setback requirements for the project <br />are as follows: <br />Front Yard 30 feet <br />Structure from Street: <br />- collector 40 feet <br />- local 30 feet <br />Rear Yard 10 feet <br />Side Yard 10 feet <br />Parking Lot - front 15 feet <br />- rear 10 feet <br />- side 10 feet <br />According to the submitted site plan, the proposed building addition meets the setback <br />requirements. The existing building is only 20' from Lois Lane and 35' from Lake Drive <br />but this is a pre- existing non - conforming situation. The parking area adjacent to the north <br />property line does not meet the setback requirement and must be redrawn to show a 10' <br />setback. There is currently no delineation between Lois Lane and the existing VFW <br />parking area. This area will need to be defined and the roadway and access /parking area <br />separated subject to the approval of the City Engineer. Parking may need to be <br />eliminated on this side of the building. The trash handling area is located on this side of <br />the building. As a condition of approval we would recommend that dumpsters be <br />enclosed and screened from the street right -of -way and adjoining properties. <br />The applicant has proposed a total of 108 parking spaces. According to the Ordinance, <br />94 spaces must be provided. Staff would suggest a total of 85 paved parking spaces <br />provided on the site and request that the applicant and project architect pursue a "green" <br />overflow parking area on the east side of the parking lot as recommended by the <br />Environmental Board. This would be in the area adjacent to the pond and the south/east <br />parking area currently located too close to the property line. The "green" parking area <br />could provide parking for an additional 12 +/- vehicles which would satisfy the ordinance <br />requirement.
