The <br />preliminary plat is included as part of the PDO preliminary development plan. The <br />development plan also includes all drawings, conditions of approval, and development <br />agreements. A PDO essentially creates a new zoning district with specific standards <br />described in the development plan. <br />The plan proposes 10 single family lots. The <br />proposal is consistent with this land use. Much research and public participation went <br />into the preparation of the land use policies and recommendations in the draft 1998 Plan. <br />The result was a recommendation to guide this site and land around it for low density <br />residential. It is a logical extension of existing utilities, it stages growth out to the next <br />contiguous area, and the road access is adequate to serve the area. <br />The City has 54± acres in the MUSA reserve. The project site is within the area eligible <br />for MUSA reserve. The following criteria apply to allocating the MUSA reserve: <br />
