Peregrine Pass <br />May 24, 1999 <br />page 8 <br />Open Space <br />No large open space is possible on this relatively small development. However, the large <br />wetland acts as about 1.5 acres of open space. If an additional buffer area can be ensured, <br />it would add 0.96 acres of open space. Adding the trail corridor of about 0.25 acre would <br />raise the total to approximately 37% of the site as open space. <br />The City would hold a conservation easement on the buffer strip around the wetland. <br />Park Dedication <br />The Park Board reviewed this item at their April 5th meeting and recommended the <br />following: <br />1. Meander the northern end of the trail to the west, since we are not sure whether <br />future continuation of the trail will need to be within the road right -of -way. <br />2. Provide safe, temporary access from the northern termination point of the <br />shoulder of 12th Avenue. <br />This trail dedication will satisfy the park dedication requirement for this development. <br />The trail is to be constructed through the bituminous surfacing by the developer. <br />Stormwater Management <br />Staff will be working with the developer on implementing preservation development <br />principles regarding stormwater management. This would include infiltration and <br />otherwise keeping runoff on the site as much as possible. Several infiltration ponds are <br />included in the design. The intent is to utilize natural drainage methods rather than <br />concrete and pipe. This reduces impervious surface and saves money. The City Engineer <br />and Rice Creek Watershed District will work with the developer to achieve this where <br />possible. The City would hold drainage easements over the wetland and pond areas. <br />The main purpose of the wetland buffer is to filter runoff before it enters the wetland. <br />PLANNING & ZONING BOARD ACTION <br />On April 14 the P & Z approved the Comprehensive Plan amendment including MUSA, <br />the rezoning to PDO, and the preliminary development plan. The approval included <br />conditions. An additional recommendation included expanding on the tree preservation <br />discussion in the text of the report, which has been done. The recommended conditions <br />of approval have been expanded after discussions at City Council work sessions. <br />
