Peregrine Pass <br />May 24, 1999 <br />page 9 <br />CONDITIONS OF APPROVAL: PDO PRELIMINARY DEVELOPMENT PLAN <br />1. Minimum house footprint sizes shall be those of the R -1 X zoning district. <br />2. Park Dedication shall consist of trail dedication and construction. <br />3. The specific trail alignment and the trees that will be cut for it will be determined by <br />the City Environmental Specialist. <br />4. All permits required by the Rice Creek Watershed District shall be obtained prior to <br />any site grading. <br />5. Utility, grading, and drainage plans must obtain approval from the City Engineer and <br />Rice Creek Watershed District as appropriate. <br />6. A landscape plan shall include native plantings to be approved by the City Forester. <br />The City Forester shall determine which, if any, vegetation is to be cleared by the <br />developer in the buffer strip. <br />7. Drainage and utility easements to be held by the City shall cover all wetlands and <br />drainage ways subject to approval of the City Engineer. This includes lot line <br />easements as required by the City Subdivision Regulations. <br />8. The applicant shall grant a permanent open space easement to the City for a buffer <br />strip 30 feet in width around the large wetland. The easement agreement shall <br />include: <br />a. No buildings shall be allowed in the buffer strip. <br />b. There shall be no mowing or vegetative cutting except for diseased or damaged <br />trees, or noxious weeds as determined by Anoka County Extension Service, or <br />upon written permission from the City. <br />c. Only plantings on the approved list shall be allowed in the buffer strip. Any other <br />planting or seeding shall only be allowed upon written permission from the City. <br />d. There shall be no excavation or fill in the buffer strip. <br />e. The developer shall place above -grade monuments delineating the buffer strip <br />edge to indicate to future landowners where the buffer is. <br />f. The City shall inspect the buffer periodically for adherence to easement <br />conditions. <br />g. Access by the City for inspection. <br />9. A development agreement will be required which will include the buffer easement. <br />
