GENERAL POLICIES AND RULES <br />SAFETY COMMITTEE ESTABLISHMENT <br />The City of Lino Lakes Loss Control and Safety Committee shall consist of representation from <br />as many employee groups as possible to lend as much experience and work knowledge as is <br />available to committee meetings. Committee membership should at least include representation <br />of one employee of each department and one director. Among these employees, there shall be <br />one chair and one secretary. Membership terms shall be determined by the committee. <br />Safety Committee Functions <br />Accident/Loss Investigation <br />* It is not the purpose of accident investigation to determine fault, but rather to find a hazard, <br />which can be remedied. <br />Accident investigation shall follow the five elements of an accident: <br />• Agency <br />• Type <br />• Unsafe Conditions <br />• Unsafe Act <br />• Personal Factor <br />The committee shall establish an accident review sub committee as necessary to review accidents <br />and/or loss. <br />Police Department Personnel <br />Whenever applicable the Lino Lakes Safety Policies and Rules Manual shall apply to all Police <br />Department personnel. <br />The Safety Policies and Rules Manual is intended to be used in conjunction with the existing <br />Police Department policies and procedure manual. However, the Police Department Policies and <br />Procedure Manual will supercede any potential conflicting directives, which may exist in the <br />Lino Lakes Safety Policies and Rules Manual. <br />In addition to any specific safety rules and regulations set forth by the State of Minnesota in the <br />1973 "Occupational Safety and Health Act ", the following general policies and rules shall be <br />complied with and enforced throughout: <br />1. Accident reports shall be completed by the injured employee's immediate supervisor and <br />shall be forwarded within 24 hours of the time of the accident. <br />2. Employees affected by any particular safety rule shall be furnished a written copy of such <br />rule. <br />3. Safety rules or amendments of same shall be available in a prominent place on every job site. <br />4. The Safety Committee is specifically authorized to check on the observance of all published <br />safety rules and to report major and/or repeated violations to the department head and the <br />City Administrator. In addition, all supervisors and foremen are authorized and urged to <br />consult with the Safety Committee on any safety problems. <br />5. Any employee, who in the judgement of the lead person or his supervisor is under the <br />influence of alcohol or drugs, shall be immediately ordered off the job site and relieved of all <br />duties. <br />2 <br />
