However, an easement for the drive could easily be added and a new plan submitted as a condition of approval. The City Engineer's comments discuss this issue more fully. CONDITIONAL USE PERMIT Private clubs were made conditional uses in the General Business zone at the May 10 City Council meeting. This will become effective by July 1. The following provisions must be met for private clubs: a. Adequate screening from abutting and adjoining residential uses and landscaping is provided. b. Adequate off - street parking and access is provided and that such parking is adequately screened and landscaped from adjoining and residential uses. c. Adequate off - street loading and service entrances are provided and regulated where applicable by Section 3, Subd. 6. of this Ordinance. Loading bays are not needed for this use. Screening, parking, and access are addressed as part of the site and building plan review. Findings for CUP As stated in the Zoning Ordinance, the Planning and Zoning Board shall recommend a conditional use permit and the Council shall order the issuance of such permit only if it finds that such use at the proposed location: a. Will not be detrimental to or endanger the public health, safety, comfort, convenience or general welfare of the neighborhood or the City. b. Will be harmonious with the general and applicable specific plans and policies of the comprehensive plan of the City and this ordinance. c. Will be designed, constructed, operated, and maintained so as to be harmonious and appropriate in appearance with the existing and/or intended character of the general vicinity and will not change the essential character of that area. d. Will be served adequately by essential public facilities and services, including streets, police and fire protection, drainage structures, refuse disposal, water and sewer systems, and schools; or will be served adequately by such facilities and services provided by the persons or agencies responsible for the establishment of the proposed use.
