However, an easement for <br />the drive could easily be added and a new plan submitted as a condition of approval. The <br />City Engineer's comments discuss this issue more fully. <br />CONDITIONAL USE PERMIT <br />Private clubs were made conditional uses in the General Business zone at the May 10 <br />City Council meeting. This will become effective by July 1. The following provisions <br />must be met for private clubs: <br />a. Adequate screening from abutting and adjoining residential uses and landscaping <br />is provided. <br />b. Adequate off - street parking and access is provided and that such parking is <br />adequately screened and landscaped from adjoining and residential uses. <br />c. Adequate off - street loading and service entrances are provided and regulated <br />where applicable by Section 3, Subd. 6. of this Ordinance. <br />Loading bays are not needed for this use. Screening, parking, and access are addressed as <br />part of the site and building plan review. <br />Findings for CUP <br />As stated in the Zoning Ordinance, the Planning and Zoning Board shall recommend a <br />conditional use permit and the Council shall order the issuance of such permit only if it <br />finds that such use at the proposed location: <br />a. Will not be detrimental to or endanger the public health, safety, comfort, convenience <br />or general welfare of the neighborhood or the City. <br />b. Will be harmonious with the general and applicable specific plans and policies of the <br />comprehensive plan of the City and this ordinance. <br />c. Will be designed, constructed, operated, and maintained so as to be harmonious and <br />appropriate in appearance with the existing and/or intended character of the general <br />vicinity and will not change the essential character of that area. <br />d. Will be served adequately by essential public facilities and services, including streets, <br />police and fire protection, drainage structures, refuse disposal, water and sewer <br />systems, and schools; or will be served adequately by such facilities and services <br />provided by the persons or agencies responsible for the establishment of the proposed <br />use. <br />
