One neighbor stated he understood it was to be a ladies' auxiliary <br />facility and was distressed that it actually would be a full Legion hall. <br />A neighborhood meeting was arranged for June 16. Staff received several calls from <br />neighbors since then expressing concern about the project. <br />SITE AND BUILDING PLAN REVIEW <br />Building: The existing building is approximately 2540 sf. The addition would <br />double this. The addition would include a kitchen, restrooms, and new open floor for <br />dining and other uses. This would add onto existing space that would be renovated, to <br />total about 2850 sf of open dining area. <br />The existing metal building will be refaced. The lower portion will be refaced with <br />facing brick. The upper portions will be resided with horizontal metal siding. The siding <br />will be ivory. The roof will be green. <br />Lighting: A lighting plan for the site includes parking lot lighting that shines down <br />rather than upward into the night sky. We have no information on lighting on the <br />building walls. These also should shine down, not up or out. The Community Service <br />Officer of the Police Dept. also will need to review the lighting for the site. <br />Parking, Access, Circulation: The ordinance requires ten spaces for each 1000 sf <br />of dining room, plus one space for each employee of the maximum work shift. With an <br />estimated ten workers for events, this would total 39 spaces. The revised site plan shows <br />39 parking spaces. <br />It may be possible to include some "green parking" on the site. This is a concept where <br />some area of the parking lot would not be paved with bituminous. Rather, other products <br />may be available that provide a good foundation but allow water to infiltrate. We <br />recommend this possibility be explored <br />The site has one driveway onto Lake Drive. As discussed above in this report, this site <br />will access a new common drive. The access driveway shown on the new site plan will be <br />altered to allow for a common access drive serving neighboring commercial property. <br />The addition to the existing building will not prevent a new drive from being added. <br />Impervious Surface: The GB zone allows for a maximum of 75% impervious surface. <br />The site plan includes less than 50 %. If a 24 ft. wide common drive were to be added, <br />the total impervious would be approximately 55% of the site. <br />Landscaping, Screening, Tree Preservation: An area of tree growth exists along the <br />back of the lot. It will be partially cleared for parking and ponding, but most of the trees <br />
