Though the area is guided in the draft <br />Plan for medium density, this row of houses will act as a "buffer" between those existing <br />homes and future medium density units in the area of Outlot A on the new plat. <br />All lots meet the minimum 10,800 sf lot area standard and the 80 ft. lot width <br />requirement. Two lots on the first submittal do not meet the 135 ft lot depth minimum, <br />nor does Outlot B. Thus, as initially submitted, the plat would be creating three lots that <br />don't have the minimum R -1 lot depth. <br />Regarding Lot 1 Block 2, the developer stated that this was an error and the drawing will <br />be corrected. This correction is a condition of approval. <br />Regarding the other lot, the developer agreed at the P & Z meeting to combine it with <br />Outlot B and plat the entire combined lot as Outlot B. This also is a condition of <br />approval. <br />With these revisions, the plat will meet the R -1 zoning standards. The revised plans are <br />attached. <br />For future consideration, there will be 108± feet remaining between the rear lot line of <br />Lot 1 and the Outlot A boundary directly to the south. This does not allow for the <br />minimum lot widths or depths of the existing two- or multi - family residential zoning <br />districts. How Outlot A will be developed in the future has yet to be seen, but approval <br />of the present plat application should not be considered implied approval of any future <br />plan in Outlot A. <br />Natural Features <br />No wetlands exist on the site. Two wooded areas exist. The western woodland area is of <br />higher value according to the City Forester. The Environmental Board recommends <br />special attention to preserving trees in this woodland, especially in Outlot A and Lot 1 <br />Block 1. <br />The Environmental Board recommendations are attached and incorporated into the <br />conditions of approval in this report. <br />Parks <br />A five ± acre neighborhood park is included as part of the Highland Meadows project to <br />the west. That project also includes a trail to be placed within a powerline easement <br />running east and west. <br />The developer has requested that he pay cash instead of land dedication for parks. The <br />Park Board recommended $2500 be paid based on $500 per new house lot. This would <br />
