However, when Lot 2 Block 2 on the initial drawing is <br />combined with Outlot B, there will be only four new house sites: Lots 1, 3, 4, 5 in Block <br />1. Therefore, based on $500 per new house, the dedication would be $2000. <br />This does not include future development of Outlot A or the amended Outlot B. Park <br />dedication will be addressed for Outlot A and Outlot B when plats for them are submitted <br />in the future. Higher density development has higher park dedication requirements than <br />single family development, and that will be considered at the appropriate time. <br />One of the recommendations added by P & Z is that trail connections be examined. The <br />City's park plan describes a trail following the powerline easement to Lake Drive and <br />providing trail access to the neighborhood park. This powerline easement does not cross <br />the Highland Meadows East project. It is several hundred feet to the south. <br />Roads, Circulation, Traffic <br />Access would be along 79th St. As part of the Highland Meadows PDO to the west <br />(approved in 1997), the developer will be required to improve 79th St. to Lake Drive. <br />This new plat, Highland Meadows East, increases the need for this improvement, and this <br />condition is reiterated in the recommended conditions of approval in this report. A <br />dedication of additional right of way also is appropriate. <br />A 66 ft. right of way location is retained for access to future development in Outlot A. <br />The Environmental Board recommends that a reduced pavement width be considered for <br />that road to reduce impervious surface. This should be addressed when Outlot A <br />development plans are submitted. <br />The City Engineer's comments address road issues more fully. <br />Utilities <br />Sewer and water will run along 79th St. to serve this development as well as the larger <br />development to the west. They will connect to the new utilities along Lake Drive. The <br />City Engineer's comments address the utility issues. <br />P & Z ACTION <br />The P & Z Board held a public hearing on July 14. The Board approved the plat with the <br />conditions listed below. <br />
