The items that remain as <br />conditions either will be addressed with construction documents or are conditions <br />that are related to the conditional use of the site. <br />To accommodate the applicant's request, a site plan review and conditional use <br />permit to allow a church within an R -X Zoning District are required. <br />Exhibits attached for reference: <br />• Site location map <br />• Zoning map <br />• Land Use map <br />• VLAWMO Notice <br />• Letters from Majestic Pines <br />Community Church <br />• Site plan <br />Recommendation <br />• Exterior elevations <br />• Grading plan <br />• Utility plan <br />• Landscape plan <br />• Lighting plan <br />The Site Plan meets all of the ordinance regulations for the R -X District and the <br />Shoreland Area. The criteria outlined for Conditional Use are designed to <br />assure that a proposed use is appropriate in a specific location. If the Council <br />finds the criteria/standards are satisfied then a decision to grant the conditional <br />use would be appropriate in conjunction with approval of the site plan. <br />Based on the revised plans staff recommends approval of the CUP and Site plan <br />with the following conditions: <br />1. The City Environmental Specialist shall approve the landscaping plan. <br />2. Lighting of the parking lot shall only be on an as needed basis. <br />Lighting in the parking lot and on the building shall not shine up or out. <br />Exterior lighting on the building shall be reviewed with the building <br />permit. <br />3. Any and all conditions required by the Vadnais Lake Area Water <br />Management Organization shall be complied with. <br />4. All signs shall meet the ordinance requirement. Sign permits are <br />required for all signage. <br />5. The plan is subject to the review and approval of Anoka County and <br />proper permits shall be obtained prior to commencement of <br />construction. <br />6. The permit and plans are subject to the review and approval of the <br />City Engineer. <br />7. The site must be able to support a septic system that meets state, <br />county, and city requirements. <br />8. The separate lots shall be combined to be one tax parcel. <br />
