REQUEST FOR PROPOSALS <br />COMPREHENSIVE SANITARY SEWER <br />AND <br />WATER PLAN <br />I. BACKGROUND <br />A. Both the Comprehensive Water and Sanitary Sewer Plan shall meet the <br />requirements of all applicable review agencies (Metropolitan Council, Department <br />of Natural Resources, ....) <br />B. The City has a number of resources available as background information for <br />the plan, including: <br />1. As -built plans <br />2. Sanitary sewer base map <br />3. Aerial photography for the majority of the City <br />4. Lift station pump information <br />5. Watermain base map <br />6. Municipal well data <br />7. 1991 Comprehensive Water Study - Trunk, Source and Storage Study <br />8. 1990 Update to Sanitary Sewer Plan <br />9. Various video tapes of sanitary sewer lines <br />10. Mylar zoning map <br />II. SANITARY SEWER <br />A. Research and Analysis <br />1. Analysis and text discussion regarding projected households and <br />employees by service area, in five year increments to 2020. <br />2. Analysis and text discussion regarding existing and future land <br />uses by service area and by land use category. <br />3. Analysis and text discussion regarding future sewer flows for each <br />service area and total area, sewer capacity and allocation by the <br />Metropolitan Council, in five year increments, to 2020. <br />4. Analysis and text discussion of conditions under which private, <br />community treatment systems would be allowed, including <br />allowable land uses, installation requirements, management <br />requirements, and city responsibilities. <br />
