III. MUNICIPAL WATER <br />A. Research and Analysis <br />1. Analysis and text discussion of existing municipal water system <br />and deficiencies in that system. <br />2. Analysis and text discussion regarding demands for municipal <br />water, including fire flow needs, in five year increments, <br />to 2020. <br />3. Analysis and text discussion of requirements for private wells. <br />4. Analysis and text of the possibilities with other communities <br />and agencies in providing, protecting, evaluating, and sharing <br />a water supply. <br />5. Analysis and text discussion of looping and inter community <br />connections. <br />B. Goals and Policies <br />1. Goals and policies regarding water quality and treatment, water <br />management strategies, operations, and user fees. <br />2. Goals and policies regarding conservation techniques, evaluation <br />of pricing methods, and a public education program consistent with <br />Metropolitan Council guidelines and Department of Natural <br />Resources regulations. <br />C. Plans <br />1. Plan showing existing and future water system, such as trunks <br />and laterals, including sizing and alignments, water storage <br />facilities, and pump stations. <br />2. Analysis and text discussion regarding future facilities for the <br />municipal water system, including distribution lines, treatment <br />facilities, storage facilities, and pump stations. <br />D. Implementation <br />1. Five Year Capital Improvement Program identifying the timing <br />and funding of future improvements and maintenance of the <br />municipal water system including description of need, and <br />financial sources to fund improvements and maintenance. <br />2. Identify methods to carry out the plan's goals, objectives <br />and policies. <br />3. Emergency preparedness /contingency plan/water conservation <br />plan for responding to shortages, consistent with Metropolitan <br />Council guidelines and Department of Natural Resources <br />regulations. <br />4. Wellhead protection plan, consistent with Metropolitan Council <br />guidelines and Department of Natural Resources regulations. <br />
