7. All trash handling equipment is fully enclosed and screened from view of <br />neighboring properties. <br />8. In compliance with Town Center design guidelines, site light fixture selection <br />gives attention to both function and aesthetics. <br />9. Site wetlands are specifically delineated and protected. <br />10. A grading and drainage plan is submitted which is subject to review and approval <br />by the City Engineer and Rice Creek Watershed District. <br />11. All site signage comply with applicable Sign Ordinance requirements. <br />12. Comments of other City staff. <br />ISSUES ANALYSIS <br />Site and Building Plan Review <br />Comprehensive Plan. The proposed development represents a step toward the <br />implementation of the City's Town Center concept developed within the Comprehensive <br />Plan Update. <br />The Comprehensive Plan identifies a public service facility as an essential component of <br />the Town Center Village and specifically suggests public /semi - public use of the subject <br />property. As a result, the proposed use is considered consistent with the provisions of the <br />Comprehensive Plan. <br />Subdivision. The site in question presently has no public street access. As a condition <br />of site and building plan approval, the City must formally approve a subdivision to create <br />the lot upon which the proposed structure is to be located. Such subdivision is anticipated <br />to include an easterly extension of Town Center Parkway and result in the creation of a lot <br />which complies with minimum PSP District lot requirements. <br />Lot and Yard Requirements. Within PSP Zoning Districts, the following minimum lot <br />and yard requirements apply: <br />Requirement <br />Lot Area 1 acre <br />Lot Width 150 feet <br />Setbacks: Front Yard 50 feet <br />Side Yard 10 feet* <br />Rear Yard 30 feet <br />*20 foot side yard setback applicable to schools <br />3 <br />
