RECOMMENDATION <br />The Planning Commission must consider two development applications. The applicant is <br />requesting a change in zoning from R, Rural to R -1, Single Family Residential. Subject <br />to the City's decision on the zoning change, the City must also take action on the <br />requested preliminary plat. <br />REZONING <br />Any change of zoning is a policy decision left to the Planning Commission and City <br />Council. In review of the request, the proposed R -1 Zoning District appears to be <br />consistent with the Comprehensive Plan, and a compatible land use extension of the <br />existing Clearwater Creek neighborhood. <br />PRELIMINARY PLAT <br />If the City finds the rezoning acceptable, the City can consider the preliminary plat request. <br />Based on our review of the preliminary plat, we believe the Planning Commission has two <br />options for addressing the preliminary plat. <br />Option 1: <br />Preliminary plat approval subject to the following conditions: <br />1. Subject to the recommendations of the Lino Lakes Environmental Board. <br />2. Submission of a landscape plan that addresses: <br />a. Tree survey and tree preservation plan. <br />b. Street trees. <br />c. Incorporation of native plantings. <br />d. A buffer yard detail along Otter Lake Road. <br />3. Anoka County approval of an access permit onto County Road 81 (Otter Lake <br />Road). <br />4. Reduce the number of street jogs along Street B. Make Clearwater Creek Drive a <br />continuous north -south street. <br />Page 2 <br />
