future extensions. The City's Park Board has recommended that a three acre park <br />and trails are needed in this area of the City. The plat will provide the opportunity <br />to address these needs. <br />In a conversation with White Bear Lake School District as part of the <br />Comprehensive Plan Update, it was indicated that they-are able to plan for and <br />accommodate the student enrollment anticipated with the projected growth in Lino <br />Lakes. <br />5. Traffic generation by the proposed use is within capabilities of streets serving <br />the property. <br />Traffic concerns and the condition of Otter Lake Road were issues identified in <br />conjunction with Clearwater Creek 1st and 2nd development applications. In <br />August 1994, SEH, the City's traffic engineer, prepared a traffic study that <br />encompasses a 456 lot concept plan in conjunction with the Clearwater Creek five <br />phase development proposal which concluded that the current Clearwater Creek <br />3rd Addition would not create significant traffic volumes beyond the capabilities of <br />the streets serving the properties. <br />The plat is intended to receive access from County Road 81 (Otter Lake Road). <br />Anoka County must review the plat and approve an access permit for this County <br />road. <br />Any change in land use and zoning is a policy decision for the Planning Commission and <br />City Council. Review of the zoning request reveals that the proposed development is <br />consistent with the Land Use Plan for the area and represents a logical extension of the <br />Clearwater Creek 1st and 2nd Additions. The Planning Commission must make a <br />determination as to the appropriateness of this zoning change. <br />Preliminary Plat Review <br />If the rezoning is seen as appropriate, the preliminary plat application can be considered. <br />The following comments are offered regarding the preliminary plat. <br />Existing Conditions. The site contains various areas of wetlands and tree cover. In this <br />regard, the preliminary plat must be consistent with the environmental goals of the City. <br />The Lino Lakes Environmental Board has reviewed the preliminary plat and offered the <br />following suggestions that may influence the plat design: <br />1. A goal of the City is to create greenway corridors that protect environmentally <br />sensitive areas, provide open spaces, define neighborhoods and increase storm <br />water infiltration. The Environmental Board has suggested establishing a greenway <br />Page 5 <br />
