corridor in conjunction with the City's trail segment No. 45 which will provide a <br />connection between the Clearwater Creek development and the Otter Lake <br />Regional Park. The natural features with the development site lend themselves to <br />the creation of a greenway corridor. The chain of wetlands in the eastern portion <br />of the site provides a linear connection of wetlands between City -owned land north <br />of the plat and the plat's southern boundary. In establishing the greenway <br />corridors, the following efforts should be undertaken: <br />a. In addition to the drainage and utility easement, conservation easements <br />should be established over the wetlands and ponding areas. The <br />conservation easement should extend one rod beyond the wetland <br />boundaries to provide a vegetative buffer to the wetland areas. <br />b. Work with Applied Ecological Services and the Bauer Team to begin <br />establishing working greenway corridors and implement conservation <br />development design. Investigation beyond the 3rd Addition must be <br />undertaken to illustrate how the greenway corridor may be extended through <br />future development areas. <br />c. The developer is requested to investigate the provision of a pedestrian trail <br />within the greenway corridor to allow the residents visual access to the <br />greenway corridor. <br />2. The Environmental Board expressed concern with the plat's storm water <br />management and offers the following recommendations: <br />a. Efforts should be undertaken to restore the area hydrology to its natural <br />condition as much as possible. <br />b. The City should work with the developer to promote plat design that <br />promotes surface water infiltration. Storm water management techniques <br />like those used in the Civic Center Complex will be encouraged. <br />3. The plat illustrates areas of significant tree cover. Street A in Phase I of the plat <br />extends to a tree massing and the grading plan suggests significant grading in this <br />area. A tree survey and preservation plan should be provided to demonstrate the <br />extent of proposed tree loss and efforts to preserve the remaining significant trees. <br />A landscape plan that addresses a tree survey, tree preservation, street trees, <br />native planting, and landscaped buffer yards along Otter Lake Road will need to be <br />submitted. <br />Page 6 <br />
