Plat Design. The following comments are offered on the plat design: <br />1. Streets. <br />a. The plat is proposed to have a street connection with County Road 81, Otter <br />Lake Road. Anoka County must review the plat and approve an access <br />permit for Street B. The County should also comment as to whether any <br />additional right -of -way should be dedicated for County Road 81. <br />b. The local streets within the plat provide a 60 foot right -of -way in <br />conformance with Code. <br />c. As cited in the Engineer's report, the original Clearwater Creek concept <br />shows Clearwater Drive extending as a continuous street through to the <br />south edge of the development. The 3rd Addition plat terminates Clearwater <br />Creek Drive at Street B. Staff recommends that the Clearwater Creek Drive <br />be designed as a continuous street in a manner consistent with the original <br />concept plan. <br />d. The preliminary plat illustrates three street jogs along Street B. While each <br />of the street jogs meets the required setback between streets, they present <br />concems for traffic flow, traffic safety, and lot layout. Efforts should be made <br />to reduce the number of street jogs. <br />e. The proposed street layout raises the following issues for future <br />development stages: <br />(1) The location and extension of Street D presents concern with regard <br />to the lots shown in the future concept plan. The western lots along <br />the future extension of Street D lack sufficient buildable lot area to <br />meet Code. The shallow lot depth raises concerns with lot <br />development and the impacts on the adjoining wetland. <br />(2) The extension of Street B east from the preliminary plat to Elm Crest <br />is not acceptable. The street layout presents sight line and safety <br />concerns. Additionally, this street layout results in an undesirable lot <br />layout around the eastern cul -de -sac. <br />2. Blocks. The Lino Lakes Subdivision Ordinance establishes a maximum block <br />length of 1,500 feet. Additionally, the City may require any block length in excess <br />of 900 feet to provide a 10 foot wide pedestrian way at the center point of the block. <br />Block 2 in Phase I of the Clearwater Creek 3rd Addition, in conjunction with the <br />adjoining block length in the Clearwater Creek 2nd Addition, exceeds 1,500 feet. <br />Page 7 <br />
