The plat should be revised to comply with the City's block length standard. The <br />Planning Commission should also discuss the need for a pedestrian way through <br />this extraordinarily long block. <br />The concept plan illustrates extraordinarily long block lengths along the future <br />extension of Street B. These block lengths may be warranted due to the natural <br />constraints of this land. The developer should, however, illustrate pedestrian way <br />connections between the proposed plat and these future residential areas. <br />3. Lots. The applicant is requesting a R -1 Zoning District. The lot size performance <br />standards for this district are as follows: <br />Interior Corner <br />Lot Area 10,800 sq. ft. NA <br />Lot Width 80 feet 100 feet <br />Section 3, Subd. 3.A.1 of the Lino Lakes Zoning Ordinance requires that each lot <br />provide a minimum lot area exclusive of floodplains, wetlands, watercourses, <br />waterbodies, or street rights -of -way. <br />All the gross lot areas within the plat meet or exceed the R -1 lot area and lot width <br />standards of the R -1 Zoning District. The developer should also illustrate the net <br />lot area of each lot exclusive of wetlands. Our cursory review of the plat raises <br />issue as to whether the following lots have sufficient buildable contiguous lot area <br />to meet Code: <br />Phase I: <br />Phase II: <br />Block 1, Lots 3 and 4 <br />Block 3, Lot 5 <br />Block 4, Lot 1 <br />Similar concerns exist with the concept plan for the area beyond the preliminary <br />plat. Lots north of Street B extension and Tots west of the Street D extension do not <br />provide sufficient buildable lot area to satisfy the City's standards. The street layout <br />within the preliminary plat will influence the lot design in future additions. This <br />issue requires attention at this time. <br />Section 3, Subd. 3.S.5 of the Lino Lakes Zoning Ordinance requires the <br />establishment of buffer yards where subdivisions abut major highways, arterials and <br />collector streets. Lot 6, Block 3 and Lot 3, Block 4 in Phase II should be widened <br />to provide land area for a landscaped buffer yard. A detailed landscape plan must <br />be provided to illustrate how the plat will be screened from I -35E and Otter Lake <br />Road. <br />Page 8 <br />
