Studenski, City Engineer <br />ineer <br />COUNCIL MEETING DATE: March 24, 2008 <br />TOPIC: Resolution No. 08 -34, Accepting the Petition, Ware <br />Road / Birch Street Intersection Petition for <br />Stoplight or Stop Sign Placement. <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />A petition for stoplight or stop sign placement at the intersection of Ware Road and Birch <br />Street (County State Aid Highway 34) was received by the City on February 12, 2008. <br />The petition consists of 42 pages of resident signatures from Lino Lakes and surrounding <br />communities covering a time period of November 16, 2007 to February 11, 2008. <br />Attached is the cover letter and petition dated February 11, 2008 from the Lino Lakes <br />Quick Stop. <br />The February 11, 2008 letter cites traffic safety concerns from Lino Lakes Quick Stop <br />customers and commuters using Birch Street and Ware Road. The letter also cites several <br />accidents, near accidents, and safety issues with both commuter and pedestrian traffic at <br />the Ware Road / Birch Street intersection. <br />In a February 27, 2008 report from the Lino Lakes Police Department Accident Database <br />14 accidents from January 1, 2002 to February 22, 2008 occurred in the area of Ware <br />Road and Birch Street. Five of the 14 accidents in the area where specifically reported at <br />the intersection of Ware Road and Birch Street. It is not clear from this data whether or <br />not the accidents can be mitigated by traffic control improvements. <br />A Traffic Analysis Memo dated September 23, 2002 was prepared for the Spirit Hills <br />Commercial Development. The Traffic Analysis Memo found the intersection of Ware <br />Road and Birch Street to be operating at an acceptable level prior to site development. <br />The Traffic Analysis Memo also provides post development operation of the Ware Road / <br />Birch Street intersection. While the post development operation of the intersection shows <br />some congestion on the southbound approach of Ware Road to Birch Street, the Traffic <br />Analysis Memo states that it does not indicate any safety problems at the intersection. <br />The Traffic Analysis Memo made recommendations to construct left and right turn lanes <br />from Birch Street to Ware Road to facilitate the development of the site and maintain <br />acceptable levels of service and safety at the Ware Road / Birch Street intersection. <br />These recommendations were completed with the Spirit Hills Commercial Development. <br />
