• <br />• <br />• <br />Birch Street (CSAH 34) is under the jurisdiction of Anoka County. The County has <br />received a copy of the petition and will be reviewing the issue. With these types of <br />requests, the County's first step is to define the problem. They will look at crash data, <br />traffic volumes, turning movements, roadway geometrics, etc... to define the operation of <br />the intersection. Secondly, the County will analyze the collected information by looking <br />at traffic operations, traffic volume forecasts, facility needs, property impacts. Finally, <br />depending on the results of the analysis the County will determine a solution. This could <br />be a short term fix (signing and striping) and / or a more elaborate capital improvement <br />(signalization, access controls, roundabout, etc...). The city will have an opportunity to <br />provide input into this process. <br />Please note that currently Birch Street (CSAH 34) is being used as a portion of the detour <br />for the Main Street (CSAH 14) reconstruction project from 35W to 35E. Upon <br />completion of the Main Street project traffic volumes on Birch Street will lessen and the <br />County will be able to analyze intersection conditions based on typical Birch Street traffic <br />volumes. <br />Additionally, as identified in the 2008 City Council goals, Anoka County will conduct an <br />Access Management Study on Birch Street (CSAH 34) this year. We are anticipating that <br />the Request for Proposal for consultant services will go out in April or May with the <br />study beginning in June. This study will assist in the evaluation of the need for traffic <br />control along the entire Birch Street corridor. <br />The attached resolution 08 -34 addresses the City's desire to provide input and work <br />jointly with Anoka County throughout this process. The resolution covers the inclusion <br />of the Ware Road / Birch Street intersection in the Access Management Study. A copy of <br />the resolution will be sent to Anoka County. <br />RECOMMENDATION: <br />Staff recommends the approval of Resolution No.08 -34, accepting the Petition for the <br />Ware Road / Birch Street Intersection Petition for Stoplight or Stop Sign Placement and <br />include this intersection in the Access Management Study. <br />
