Apollo Landing /Equinox Page 2 April 8, 2005 <br />City of Lino Lakes, Minnesota <br />• <br />• <br />• <br />2. Comments regarding a Traffic Study were provided in the previous review. A response has since <br />been prepared and provided. Further comments regarding the traffic study are provided further in <br />this memorandum. <br />3. A utility plan was provided for the previous review, and no revised copy has been. provided. The <br />utility plan as previously presented was stated as acceptable in concept. However, additional details <br />for construction purposes were not provided at that time. In addition, the applicant (in the March 22 <br />letter) suggests some revisions to the plan, and comments are further provided. A final utility plan <br />must be submitted and include storm sewer pipe sizes, structure invert and rim elevations, standard <br />utility plates, details, construction notes, provisions for erosion control, and other pertinent <br />information as required. <br />4. The applicant previously provided copies of correspondence to the Rice Creek Watershed District <br />(RCWD). The applicant shall be responsible for assuring compliance with the RCWD accordingly. <br />5. The proposed site development is located adjacent to two County roadways. The plat and site plan <br />will therefore require the review and approval of Anoka County, both for the plat itself and with <br />regards to driveway and site access. It is likely that the County will have comments with regards to <br />right of way dedication and access from Apollo Drive. If specific improvement adjustments are <br />required by the County (turning lanes, etc.), the applicant shall incorporate such improvements into <br />the plans and install accordingly. <br />6. Drainage and utility easements must be provided on the Preliminary Plat as previously described. <br />7. The low floor and/or lowest floor elevation of the existing building on property directly west and <br />adjacent to the pond has been verified against the proposed pond high water and emergency overflow <br />elevations. The pond therefore meets requirements according to the information provided. <br />Drainage <br />1. The first floor elevations shown for the proposed buildings would appear to be acceptable based on <br />the information provided. However, because actual building plans are not provided, it is not known if <br />there are proposed to be basements, lower openings, etc. In accordance with City standards, the <br />lowest floor elevation must meet the City's minimum requirement of 2 feet above the 100 year flood <br />level, 4 feet above normal water elevations and groundwater, and at least one foot over the <br />emergency overflow elevation. <br />. Long term maintenance responsibilities for the pond and infiltration areas must be eventually be <br />clearly assigned in an Agreement between the City and applicant/future property owner. <br />3. An NPDES Phase II permit shall be required. All requirements of the Permit, including the submittal <br />of a Storm Water Pollution Prevention Plan (SWPPP) to the City, shall be completed prior to <br />engaging in grading activities. <br />
