• <br />• <br />• <br />b) provision of infrastructure that will provide benefits beyond the project site, in <br />accordance with City transportation, sewer, or water plans, that is not financially <br />feasible without the project <br />The Hodgson/Co. Rd. J Master Plan lays out a transportation framework to guide <br />future planning. This includes a local circulation system that provides access to <br />areas within the study area to avoid relying entirely on arterial roads for property <br />access and traffic movement. <br />The Master Plan also lays out options for municipal utilities (water and sanitary <br />sewer) and directs that they will be designed and constructed as development <br />occurs to ensure service to all properties within the study area. <br />and <br />WHEREAS, the City Council finds that the Hodgson Road /Co. Rd. J Master Plan and <br />Comprehensive Plan amendment, by establishing a framework for development and <br />specific site design requirements, implements the following existing recommendation in <br />the Planning District 4 section of the Comprehensive Plan: <br />10. The commercial land uses within District 4 are located near major street <br />intersections. The commercial locations are oriented to serving the nearby <br />neighborhoods. In this respect, the City will regulate future commercial <br />development to control land use intensity and establish both site and building <br />designs that will be compatible with the surrounding residential uses. Attention <br />will be given to site design, building architecture, green space, setbacks, access, <br />signage and lighting to create attractive commercial locations. <br />and <br />WHEREAS, the City Council finds that the Hodgson Road /Co. Rd. J Master Plan and <br />Comprehensive Plan amendment, by establishing locations for access to arterial roads <br />and a local circulation system, implements the following existing recommendations in the <br />Planning District 4 section of the Comprehensive Plan: <br />12. The City will work to establish a hierarchy of streets to improve traffic circulation <br />throughout District 4. Street planning efforts will include: <br />b. Maintain Hodgson Road and County Road J as "A" minor arterial streets. <br />With this functional classification, the right -of -way width and roadway design <br />should promote traffic movement and limit direct site access. <br />and <br />WHEREAS, the City Council finds that the Hodgson Road /Co. Rd. J Master Plan and <br />Comprehensive Plan amendment promotes the implementation of the Parks, Natural <br />Open Space /Greenways and Trail System Plan, which is itself an element of the <br />Comprehensive Plan. <br />Resolution 07 -21, page 2 <br />
