October 13, 1981 85 CLERK's REPORT The Clerk reported that filings for the upcoming elestion was closed on October 6, 1981. There are three candidates for the position of Mayor and six candidates for the two Council member positions. She also reported, that since there are no provision in State Law govern- ing the order in which the names may be placed on the ballot, the order was established by a lottery drawing. There was a recess at this point in the meeting. The meeting reconvened. ST. PAUL WATER DEPARTMENT PERMIT The Clerk reported this is a Fourth Rider from the St. Paul Water Depart- ment giving the City permission to cross their right -of -way in conjunction with the sewer installation on County Road J and #49. Mr. Locher has checked this document and found it in order. Mrs. Elsenpeter moved to authorize the Mayor and the Clerk to sign this document. Seconded by Mr. McLean. Motion carried unanimously. FEASIBILITY REPORT ON LAKES ADD. #7. Mr. Winner presented the Engineering report on the feasibility of this proposed utility installation. There are several additional easements needed and these were pointed out. Mr. Winner pointed out this project is feasible and could be completed by the Summer of 1982, total cost of the porject approximately $450,000.00. Mr. McLean usggested that a method for the collection of the assessments be worked out before this project is approved. Mr. Blackbird asked for an extension of the existing letter of credit to cover the cost of plans ans specifications in order to avoid a delay. This concept was agreeable with the Council. Mr. Jaworski moved to authorize plans and specifications to be prepared for Lakes Add. #7, subject to the letter of Credit for costs from El Rehbein 6 Son. Seconded by Mr. Kulaszewicz, added that the Enigneers to set the cost figure. Mr. Benson stated that there is still legal action pending on the Special Use Permit. Mr. Locher said there is no restraining order or injunction existing or pending. The motion carried unanimously. AEC PERMIT APPLICATION This is for the installation of underground electric lines in Lino Air Park North and along the north street, Carl Street, which is not constructed. It was noted by the Engineer, if this cable is installed before the con- struction of the street, work on the street could be held up. He would suggest that a stipulation be added, that AEC is responsible for any ad- justment or relocation of that cable when the street is constructed. Mr. Jaworski moved to approve the installation request with the Engineet's stipulation added to the permit. Seconded by Mr. Kulaszewicz. Motion
