October 13, 1981 <br />85 <br />CLERK's REPORT <br />The Clerk reported that filings for the upcoming elestion was closed on <br />October 6, 1981. There are three candidates for the position of Mayor <br />and six candidates for the two Council member positions. <br />She also reported, that since there are no provision in State Law govern- <br />ing the order in which the names may be placed on the ballot, the order <br />was established by a lottery drawing. <br />There was a recess at this point in the meeting. The meeting reconvened. <br />ST. PAUL WATER DEPARTMENT PERMIT <br />The Clerk reported this is a Fourth Rider from the St. Paul Water Depart- <br />ment giving the City permission to cross their right -of -way in conjunction <br />with the sewer installation on County Road J and #49. Mr. Locher has <br />checked this document and found it in order. <br />Mrs. Elsenpeter moved to authorize the Mayor and the Clerk to sign this <br />document. Seconded by Mr. McLean. Motion carried unanimously. <br />FEASIBILITY REPORT ON LAKES ADD. #7. <br />Mr. Winner presented the Engineering report on the feasibility of this <br />proposed utility installation. There are several additional easements <br />needed and these were pointed out. Mr. Winner pointed out this project <br />is feasible and could be completed by the Summer of 1982, total cost of <br />the porject approximately $450,000.00. <br />Mr. McLean usggested that a method for the collection of the assessments <br />be worked out before this project is approved. <br />Mr. Blackbird asked for an extension of the existing letter of credit to <br />cover the cost of plans ans specifications in order to avoid a delay. <br />This concept was agreeable with the Council. <br />Mr. Jaworski moved to authorize plans and specifications to be prepared <br />for Lakes Add. #7, subject to the letter of Credit for costs from El <br />Rehbein 6 Son. Seconded by Mr. Kulaszewicz, added that the Enigneers to <br />set the cost figure. <br />Mr. Benson stated that there is still legal action pending on the Special <br />Use Permit. Mr. Locher said there is no restraining order or injunction <br />existing or pending. The motion carried unanimously. <br />AEC PERMIT APPLICATION <br />This is for the installation of underground electric lines in Lino Air <br />Park North and along the north street, Carl Street, which is not constructed. <br />It was noted by the Engineer, if this cable is installed before the con- <br />struction of the street, work on the street could be held up. He would <br />suggest that a stipulation be added, that AEC is responsible for any ad- <br />justment or relocation of that cable when the street is constructed. <br />Mr. Jaworski moved to approve the installation request with the Engineet's <br />stipulation added to the permit. Seconded by Mr. Kulaszewicz. Motion <br />
