Mr. McLean said he had received a copy at <br />this meeting - didn't know what he was looking at. <br />Mr. Weible said this is not a Council action - must be decided at an <br />Election. <br />87. <br />Mr. Locher said the Council should make sure it is not inconsistent with <br />the Constitution. <br />Mr. McLean moved to set a special meeting to consider this home rule <br />charter for Thursday, October 15, 1981 at 8:15 P.M. Seconded by Mr. <br />Jaworski. Motion carried unanimously. <br />The subject of possible publication and to include at the November 3, <br />1981 Election will be discussed. <br />Mr. McLean requested Mr. Locher to check this draft and to be present <br />at the meeting scheduled for October 15, 1981. <br />Mr. Jaworski moved to adjourn. Sarner, Clerk - Treasurer <br />RESOLUTION 81 -35 <br />RESOLUTION ESTABLISHING THE LINO LAKES CITY COUNCIL POSITION CONCERNING <br />LOCAL LAW ENFORCEMENT RESPONSIBILITIES IN ANOKA COUNTY CHAIN OF LAKES <br />REGIONAL PARK. <br />WHEREAS, in 1974 the Anoka County Board of Commissioners created the <br />Chain of Lakes Regional,Park located within the corporate <br />boundaries of the City of Lino Lakes, and <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />since the establishment of this Open Space, Anoka County has <br />received funding from the Metropolitan Council for the develop- <br />ment of such facilities, and <br />todate a road system has been established for the purpose of <br />providing access to most areas of the Park, and, <br />with the completion of the above mentioned development, <br />a high influx of illegal activities have taken place within <br />the Regional Park pursuant to Ordinance No. 70 -2 as adopted <br />and amended by the Anoka County Board on July 13, 1970, and <br />WHEREAS, the onus lies with the Anoka County Sheriff's /Anoka Rangers <br />progran (established by Resolution #79 -33, Anoka County) for <br />the enforcement of Park Regulations and the apprehension <br />of any such violators, and <br />WHEREAS, the agreement entered into on March 26, 1974, and recertified <br />by the existing County Board, states that "the local <br />municipality should not be required to bear additional costs <br />
