^o <br />November 16, 1981 <br />Mrs. Elsenpeter requested that the two checks to floral establishments <br />be withheld until reimbursement has been received. <br />Mrs. Elsenpeter asked Mr. Schumacher if he would explain the note <br />concerned with Juran & Moody. <br />Mr. Schumacher explained that Juran 8 Moody is allowing a $4,000.00 <br />credit on their statement of $15,000.00 in costs in connection with the <br />public sale of the bond issue. This is to offset approximately one - <br />half of the costs for the City to take this issue to the Supreme Court. <br />Mr. Mattson felt that it is important for this matter to be resolved, <br />not only for thie City of Lino Lakes, but for the other communities <br />in the State who install improvements under this State Law. <br />Mr. McLean moved to approve the disbursements, withholding the checks <br />to Hodgson Road Floral and Forest Lake Floral. Seconded by Mr. <br />Kulaszewicz. Motion carried unanimously. <br />LIQUOR APPLICATION - ERNEST SURMAN - ROCKY's NORTH <br />Mr. Al Rosenbower was present to represent Mr. Surman. Mrs. Elsenpeter <br />asked Chief Myhre to present the information he and from his investigation. <br />Cheif Myhre reported that neither Mr. Surman or Mrs. Adams have a <br />criminal record. He had investigated the property and found that there <br />are back taxes due. He had also discovered that Mr. Surman had been in <br />partnership with Mr. Seccombe under the corporation of Sumanelli's <br />on the River. Cheif Myhre recommended denial of this license. <br />Mr. Rosenbower said the association is being dissolved and Mr. Surman <br />is no longer associated with Mr. Seccombe. He felt this past association <br />should not bave any bearing on the issuance of this license. <br />Mr. McLean asked if Mrs. Adams was a corporate member and Mr. Rosenbower <br />said, yes, a very small percentage. Mr. McLean asked if there were any <br />problems with paying the back taxes? Mr. Rosenbower said, no problems, <br />if that is what is necessary. <br />Mrs. Elsenpeter asked, what assurances they can give this Council that <br />the same parties will not be rehired to operate this establishment? <br />Mr. Rosenbower said Mr. Surman had no intentions of rehiring the same <br />personnel. <br />Mr. Kulaszewicz asked, if the liquor license is granted, what type of <br />operation would he run? Mr. Surman said, just a bar type of operation. <br />Mr. Kulaszewicz asked the Clerk if there had been any other applications <br />and she said, Mr. McAllister of Lexington had applied but had not for- <br />warded his payment for the police investigation, so nothing had been <br />done about the application. <br />A five minute recess was called at this point. <br />The meeting reconvened and Mrs. Elsenpeter said she had concerns with <br />the traffic problem and the lighting - she requested that he discussed <br />this with the City Administrator for information on these concerns. <br />Mr. McLean moved to approve the issuance of a liquor license to Mr. <br />
