1 <br />1 <br />January 4, 1982 <br />Mayor Benson felt that members of the City Employees should not be <br />members of boards. Mr. Reinert felt that the Council should direct the <br />City Administrator to take a!look at this. He felt that City employees <br />should not be members of citizen boards in that this could present an <br />opportunity for a conflict of interest. <br />Mr. Reinert so moved. Seconded by Mr. Kulaszewicz. <br />123 <br />Mrs. Elsenpeter point out that Mr. Volk's appointment to that board was <br />because of the need and he was the one most informed of what needed to be <br />done in the parks. She also disagreed with this policy and most of the <br />City employees are citizens of this City and have as much right to sit on <br />boards as any other citizen. <br />The Motion carried with Mrs. Elsenpeter voting, No. <br />PARK BOARD APPOINTMENTS <br />Mayor Benson presented the name of Mr. George Lindy to fill the vacancy on <br />the Park Board. Mr. Kulaszewicz moved to approve this appointment. Seconded <br />by Mr. Reinert. Motion carried unanimously. <br />Mr. Marier moved to reaffirm the present members of that Board. Seconded <br />by Mr. Kulaszewicz. Motion carried unanimously. <br />Mayor Benson appointed Mr. Kenneth Johnson as Chairman of the Park Board. <br />CONSIDERATION OF CITY ATTORNEY <br />Mayor Benson presented the Council with a letter he and received from a <br />local citizen for this position. <br />Mr. Kulaszewicz reported that he had talked to the League of Cities on this <br />appointment process and found there are no set policies in this area. He <br />felt that some of the Council members had not had time to study this letter <br />having only received the letter this evening. The League suggested an <br />interview process. <br />Mrs. Elsenpeter agreed with Mr. Kulaszewicz in that if any of the Consultants <br />should be changed, then this Council should look at an interview process. <br />She pointed out some of the ideas presented in the letter that she liked, <br />but felt that there should be an interview process. Mrs. Elsenpeter moved <br />to go through the interview process no matter what consultant is being <br />considered for replacement. <br />Mayor Benson said he had done an in depth sutdy and had looked at what the <br />present Attorney had done and his cahrges and the directions he had given <br />this City and felt this City can no longer afford Mr. Locher. He also felt <br />this Council cannot take the time to interview other Attorneys. He felt <br />that a change is needed in this area and he felt a way to go is to a <br />member of the Community. <br />Mr. Marier felt it would be nice to appoint an Attorney from this area, <br />however, Mayor Benson had two weeks to get this informantion to the Council <br />members. Mr. Marier said he did not know Mr. Cody and he did not feel he <br />had enough information at this time to make a decision on this matter. <br />
