Council Meeting <br />March 8, 1982 <br />159 <br />report in the City offices. These are open for public imspection but, since <br />the number is limited, it may be necessary to check them out. <br />IIIMEETING WITH SHOREVIEW <br />Shoreview had suggested March 29, 1982 as a date for this meeting. Some of <br />the members cannot make that date, the Council therefore suggested the <br />dates of March 30, 1982 or April 1, 1982. Mr. Schumacher will present these <br />alternatives to Shoreview and report back to the Council. The meeting would <br />be at 7:00 P.M. and at the Shoreview City Hall. <br />VIDEO PRESENTATION <br />The Council watched the video tape on Cable TV. Mrs. Elsenpeter pointed <br />out that Fridley has 30 Channels and this many, or more, would be available <br />for this City. There was some discussion on the timing of this installation, <br />with Mrs. Elsenpeter explaining there are required public hearings that <br />must be held and there will be much more information coming to the residents <br />soon. <br />Mrs. Elsenpeter asked Mr. Schumacher to set a time when the Cable Consultant <br />could meet with the Council to answer their questions. The Council asked <br />this to be arranged by Mr. Schumacher. <br />ENGINEER's REPORT - BONDING POLICY <br />Mr. Winner went through the report that had been prepared in conjunction <br />llwith what is being done in various other communities, noting the differences <br />in the requirements. Mr. Winner noted the City's that had been surveyed <br />and the requirements of those Cities. <br />There was discussion on the different provisions that had been noted in this <br />survey. Mr. Hawkins pointed out some of the areas for concern. Mr. <br />Schumacher felt that an overall time limit would work against some developers <br />and each project should be considered on an individual basis. <br />Mr. Reinert indicated that a hearing is coming up on this very item. He <br />asked Mr. Winner if there was a possibility of extending the bids on the <br />project - can the time limit be extended? <br />Mr. Winner said he had talked with the bidders and Axel Newman, the low <br />bidder, asked to have hsi bid withdrawn. The second low bidder, Keller <br />Corporation, had agreed to extend their bid for thirty days at the same <br />costs. Mr. Hawkins had discussed this with Mr. Winner and found no problems. <br />Mr. Hawkins was instructed to draft the Developer's Policy for consideration <br />at the March 22, 1982 meeting. This could then be considered for adoption <br />at the April 12, 1982 meeting. This should be in place before the consider- <br />ation of the contract for Lakes Add. #7. <br />Mr. Marier moved to extend the bids for 30/45 days on agreement with the <br />contractor and direct the Attorney to draft a procedure by April 12, 1982 <br />in order for the Council to adopt the procedure and implement. Seconded <br />by Mr. Kulaszewicz. <br />Mr. Elsenpeter moved to amend the motion to have the developer's agreement <br />and the guideline police by March 22, 1982. Seconded by Mr. Marier. <br />
