Council Meeting <br />May 10, 1982 l'1 <br />County Road J - Mr. Davidson reported there is a short stretch of County Road J <br />from Centerville Road to Otter Lake Road that the County is asking to have designated <br />as a County State Aid Road. Mrs. Elsenpeter moved to approve this request. Seconded <br />by Mr. Marier. Motion carried unanimously. <br />NORBERT WEBER WATER PROBLEM <br />Mr. Karth appeared before the Council noting that Shenandoah II had been cleared through <br />eleven agencies and the work done in that plat had been according to the demands of those <br />agencies. Mr. Karth pointed out that the cut is at the street right -of -way and was done <br />exactly according to Engineering specifications. Mr. Karth also reported that the water <br />backup is due to a plugged culvert under a cart way in a field East of the plat. <br />Mr. Kluegel had also inspected this and felt Mr. Karth had presented the situation as <br />it is. <br />After some discussion, Mr. Marier moved that the property owner -and the developer get <br />together and correct this problem. Seconded by Mrs..- Elsenpeter...Motien carried <br />unanimously. <br />8:50 P.M. PUBLIC HEARING - CABLE TV RFP <br />Mayor Benson called the Public Hearing to order at 8:50 P.M. Mrs. Elsenpeter introduced <br />the Consultant who was here to answer any questions the Council or the Public may have. <br />There were questions from the audience and from the Council which were answered. <br />Mrs. Elsenpeter noted that a copy of the Resolution that needs to be passed has <br />been provided to all Council members. <br />Mrs. Elsenpeter moved to approve this Resolution - 4 -82. Seconded by Mr. Kulaszewicz. <br />Motion carried on a roll call vote with Mr. Kulaszewicz, Mr. Reinert, Mrs. Elsenpeter <br />and Mayor Benson voting Aye, and Mr. Marier voting, no. <br />Mayor Benson moved to close the hearing at 9:07 P.M. Seconded by Mrs. Elsenpeter. <br />Motion carried unanimously. <br />RESOLUTION - FLOOD PLAIN MORATORIUM <br />This Resolution is numbered 5 -82. Mr. Reinert moved to adopt this Resolution. Seconded <br />by Mr. Marier. Motion carried unanimously. <br />ATTORNEY's REPORT <br />Mr. Hawkins presented the deeds to the Outlots in Wollan's Estates that were given to <br />the City for Park purposes in leiu of money. Mr. Hawkins recommended that the Deeds <br />be accepted by the City. Mr. Marier moved to accept the Deeds and authorize the filing. <br />Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />A recess was called at this point in the meeting. The meeting reconvened at 9:15 P.M. <br />BUDGET ADJUSTMENT <br />Mr. Schumacher reported that he had met with Mr. Marier and presented the following <br />proposed adjustments in the 1982 budget for Council consideration. He also pointed <br />out the notes as to the effect this will have on the various departments. <br />Administrations - $9,500.00; Other inspections - $3,500.00; Animal Control - $2,500.00; <br />Government Buildings - $4,000.00; Parks Department - $12,000.00; Public Works <br />
