June 14, 1982 <br />WCCO SPECIAL USE PERMIT <br />Mrs. Elsenpeter reported that she had researched the radiation question thoroughly <br />III and according to Mr. Gust of the Minnesota Health Department there is no research <br />to substantiate a health hazard. There are no provisions for monitoring this type <br />of operation. <br />1 <br />Mr. Sheppard of WCCO appeared before the Council noting that Mrs. Elsenpeter had been <br />requested to obtain this information and the firm has held up construction for two <br />weeks for this report. <br />Mr. Sheppard reported that an old road bed had been discovered and he asked what <br />would be the procedure to move the driveway to the alternate site. <br />Mr. Hawkins said that since the site plan had been approved, he felt that this should <br />go through the Planning and Zoning again. <br />Mr. Sheppard said he had consulted with Rice Creek Watershed Board and they preferred <br />the alternate location. <br />The maps were consulted with Mr. Sheppard pointing out the location of the alternate <br />site. There was discussion on this point with the general consensus of the Council <br />being this matter should be presented to the Planning and Zoning Board for an amended <br />Special Use Permit. <br />ENGINEER's REPORT <br />Mr. Davidson reported on the bid openings that were held on Thursday, June 10, 1982. <br />There were only two bidders and Mr. Davidson noted this was a disappointment. The <br />bid for the repair of LaMotte Drive was approximately $8,000.00 over the estimated cost. <br />Mr. Davidson reported after some discussion on this matter, his recommendation would be <br />to eliminate LaMotte Road, award the bid for priority No. 1 - 3 thru 7 - in the amount <br />of $25,257.00. The additional money that could be available, start with 8,9,10 <br />priorities and do as much as the funds will allow, this would not allow any work to be <br />done on LaMotte Drive this year other than some patching, then work this into next <br />year's budget. The basic recommendation would be award to Ashbach Construction the <br />amended bid of $25,257.00. <br />Mr. Reinert moved to approve the Engineer's recommendation and adopt Resolution #82 -11. <br />Mayor Benson recapped the work that is to be done according to the priority list <br />prepared by Mr. Volk and attached to the Resolution as follows: Streets 1 - 3 thru 7; <br />award the seal - coating bid to Schifsky & Sons in the amount of $15,650.00; including <br />the completed work already done and approve City Crews to work on streets 8 thru 11 as <br />the funds are available. <br />Mr. Davidson recommended that the streets 8 thru 11 not be considered at this time - just <br />do the contract work first. Mr. Reinert accepted this recommendation. The motion was <br />seconded by Mrs. Elsenpeter. Motion carried unanimously. <br />NORTHWESTERN BELL BURIED CABLE REQUEST <br />III Mr. Davidson noted that there were two different setbacks noted on these permit <br />applications. He had contacted Northwestern Bell and both are at seven (7) foot <br />setback. Mr. Davidson suggested that the City adopt some standards as to the <br />setbacks for the installation of utility line. <br />
