October 12, 1982 RESOLUTION CLOSING A PORTION OF EAST SHADOW LAKE DRIVE Mr. Schumacher noted that the owner of the two lots at the end of the cul -de -sac had requested that the extension of East Shadow Lake Drive be abandonded to facilitate the sale of those two lots. Also, the owners of Outlot K had asked for the removal of the street in that '. location. The firm is in the process of applying for FHA financing for construction in the area and does not want this to interfer with that process. Mr. Kulaszewicz moved to waive the reading of the Resolution #82 -21, authorizing the abondonment of a certain portion of East Shadow Lake Drive. Seconded by Mrs. Elsenpeter. Motion carried unanimously. ATTORNEY'S REPORT Mr. Hawkins had nothing specific to report at this time. FIRST READING OF ORDINANCES AMENDING COUNCIL AND PARK BOARD SALARIES Mr. Schumacher presented Ordinances 42B and 57B, amending the ordinances on salaries. This is necessary in order to comply with the State Auditor's recommendations and would combine the salary and the expenses into the salary. Mr. Reinert moved to waive the reading of the Ordinances and accept these Ordinances to be considered at the October 25, 1982 Council meeting. Seconded by Mrs. Elsenpeter. Motion carried uaanimously. CONSIDERATION OF SETTING A UTILITY PERMIT FEE Mr. Schumacher noted that the application form had been accepted and approved but the Council had not set a fee for the issuing of the permits. The Engineer checks these applications for conformance to City specifications and the charge for that service is billed to the City. Mr. Schumacher suggested a fee of $30.00 in order to cover those costs. Mrs. Elsenpeter moved to set the permit fee at $30.00. Seconded by Mr. Kulaszewicz. Motion carried unanimously. CONSIDERATION OF SPECIAL USE PERMITS Mr. Kluegel presented his report on the status of the Special Use Permits. There are three permits - #9, 45, & 54 - on the active list but where no cosntruction has began within the specified time. Mayor Benson listed the 5 inactive permits as follows: Richard Carey, Warren Solheid, Sally Kuether /Judy Helin, Robert DuFour, and Michael Kelly. The active ones as. addressed are - El Rehbein - Outlots G &K, Mr. Gearman. and El Rehbein - addition to existing office building. Mr. Kluegel had written letters to some of the other existing permits. A letter had been written to Mr. Alan LaMotte on the junking of cars on the limit on cars to be at that location. The second letter had been set to Mr. Spetzman on the exterior storage at his transmission shop. Luther's Sport shop on the storage of boats,etc. outside the fence.
