Council Meeting
November 22, 1982
the disbursements as corrected. Seconded by Mr. Marier. Motion carried unanimously.
OPEN MIKE
Mrs. Kay Murphy has asked to speak at this time. She asked the Council if they had
voted on the Quad paper and was told, No. She questioned the validity of the articles
in the paper noting the difference in figures quoted on Lovell School. She felt the
reporting was not accurate.
Mr. Jerry Blackbird, from the audience, stated that he had noted the difference in the
figures and had called. The Quad paper had gotten the figures from the School Board.
Mr. Reinert noted that this Council cannot control what is printed in newspapers.
Mayor Benson reminded the people that all newspapers make mistakes in their reporting,
even the big newspapers.
Mr. Vernon Swanson asked if it was the practice of the City Council to appoint a
newspaper at the first meeting of the year? Mayor Benson said that is what was done.
Mrs. Goldade asked if anything was planned as for a newsletter to be sent to the
residents? Mayor Benson said the Quad paper is the only one that goes to all the
residents and would certainly be a source.
A reporter from the White Bear Press covering this meeting said that accuracy is a
very real concern, with reporters. If the people of this area have any suggestions
or criticism, please call the paper.
IENGINEER's REPORT
Mr. Davidson reported on the suggested amendment to the underground utility policy.
He reported that he had sent the specifications to the utility companies asking for
their comments. Anoka Electric had replied and requested that their lines be the
nearest to the lot lines or closest to the home since their lines are laid the
deepest. Mr. Davidson noted that in keeping with this request, the drawings had
been revised to show this.
There was some discussion of the $30.00 permit fee with Mayor Benson feeling this
should be discussed when all Council members are present.
Mr. Reinert moved to adopt the amendment to the underground utility policy as outlined
by Mr. Davidson. Seconded by Mr. Marier. Motion carried unanimously.
PUBLIC HEARING - PROPOSED USE OF FEDERAL REVENUE SHARING FUNDS.
Mayor Benson called the public hearing to order at 7:35 P.M. He noted that this money
has been designated to be a part of the Police Budget.
Mrs. Murphy asked what other proposed uses had been submitted? Mayor Benson explained
that there had been no suggestions from the public and this designation had been as a
result of budget workshops. He asked if she had a suggestion and Mrs. Murphy suggested
the money be used for the Alexandria House. Mayor Benson explained this is not a
legal usage. The money must be used within the City. Mrs. Goldade asked what this
would be used for in the Police Department - salaries? equipment? or what? Mayor Benson
said it would be applied to the police budget in general.
Mr. Marier moved to approve the usage of the Federal Revenue Sharing Funds for the
Police Department with the option of considering roads at a later date. Seconded by
