Council Meeting <br />January 10, 1983 <br />287 <br />recommendations of the Clerk to have a new system installed in the offices to include <br />two additional extensions from Northwestern, Bell. Seconded by Mr. Reinert. Motion <br />carried with Mr. Marier abstaining. <br />ATTORNEY's REPORT <br />Mr. Hawkins reported that he had received a question as to the plowing of driveways <br />for the elderly and in his opinion this would be an illegal expenditure of City funds. <br />He asked if the Public Works Dept. had a policy on this matter. It was generally <br />followed that the streets to i11 persons have a priority but not the private driveways. <br />In the event of an emergency, this would be a judgement by the Police Department. <br />CABLE TV - PUBLIC HEARING - CONTINUED <br />This continued public hearing was called to order at 7:31 P.M. Mayor Benson asked <br />for comments from the audience. There were none. <br />Mayor Benson asked Mrs. Elsenpeter when work would start in the City and Mrs. Elsenpeter <br />said, that if the franchise was approved this week, it would probably be two years <br />before any work is done. <br />Mayor Benson closed the Public Hearing at 7:37 P.M. <br />ENGINEER's REPORT <br />Mr. John Davidson reported on the sewer system for the Baldwin Lake Court. The <br />owner had requested that this system be put in as a City system and assessed as such. <br />Mr. Howard had also requested that the SAC be a part of the bond issue and assessed as <br />part of the overall assessment. Mr. Davidson had completed a feasibility report on <br />the installation of this system and reported to the Council that by installing the <br />line 8 feet deeper at the lift station, this line could serve, by gravity lands to the <br />North of the Home Court. This additional depth would cost approximately $6000.00 and <br />would be the responsibility of the City. Or it could be assessed to the properties <br />to the North that would be benefitted by this extra depth. This extra depth would <br />also make it possible to serve some lands to the South in the future. <br />The various aspects of this system were discussed to include the suggested areas of <br />assessments or deferments. <br />Mr. Reinert wondered if the advantage of having the City prepare a bond issue for this <br />project would not outweigh the extra costs for the additional depth of the line. This <br />is something that could be discussed. <br />Mr. Reinert moved to hold a public hearing on this matter. Seconded by Mr. Kulaszewicz. <br />Motion carried unanimously. <br />Mr. Reinert moved to accept the feasibility report and set the Public Hearing for <br />February 28, 1983 at 7:30 P.M. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />M.S.A. Requirements and Resolutions <br />Mr. Davidson presented several Resolutions that must be adopted in connection with the <br />State Aid Program. He explained these documents and the agreements. <br />Mrs. Elsenpeter moved to waive the reading of these Resolutions. Seconded by Mr. Marier. <br />Motion carried unanimously. <br />Mr. Kulaszewicz moved to adopt Resolution 483 -1. Seconded by Mr. Reinert. Motion <br />carried unanimously. <br />
