^Q6 <br />RESOLUTION #83 -06 <br />Council Meeting <br />February 14, 1983 <br />Mr. Kulaszewicz moved to waive the reading of the Resolution. Seconded <br />by Mrs. Elsenpeter. Motion carried unanimously. <br />Mr. Marier moved to adopt the following Resolution: <br />RESOLUTION SUPPORTING THE LOCATION OF A RACING FACILITY WITHIN THE <br />CITY OF BLAINE, ANOKA COUNTY, MINNESOTA. <br />WHEREAS, A State Constitutional Amendment allowing pari -mutel betting <br />was approved by Minnesota voters on November 2, 1982, and <br />WHEREAS, voters of the City of Lino Lakes approved the above mentioned <br />Amendment by a 74% margin, and <br />WHEREAS, there appears to be a general public support for the establish- <br />ment of a racing facility within the area, and <br />WHEREAS, locating a mahor State wide recreational facility in the <br />Northeren portion of the Twin Cities area would provide balance <br />to the Metropolitan Communities and equity within the region, <br />and <br />WHEREAS, The City Council of the City of Lino Lakes believes the I. <br />location of a racing factility within the City of Blaine <br />would contribute significantely to the economy of the <br />entire County. <br />NOW THEREFORE BE IT RESOLVED, that: <br />1. The Lino Lakes City Council hereby fully supports the <br />location of a racing facility within the City of Baline. <br />2. The Lino Lakes City Council offers its cooperation and <br />assistance to the Committees involved in the establish - <br />of a racing facility within the City of Blaine. <br />The Motion was seconded by Mrs. Elsenpeter and passed unanimously. <br />RESOLUTION #83 -07 <br />This Resolution requests the County to allow the City to use the <br />Community Development Block Grant Funds as a multi -year project. Mr. <br />Schumacher explained this would give the City more time to finalize the <br />plans for the construction of the Center. <br />Mayor Benson suggested discussing Agenda Item #12 - Options for the <br />Construction of the Senior Citizen Center - at this time. <br />Mr. Schumacher explained the options open to the Council; 1) just the <br />Senior Center, 2) the Senior Center and just the shell for future <br />Council Chambers, and 3) the Senior Center, new Council Chamber and <br />remodeling of the existing Council Chamber for offices. <br />The general consensus of the Council was that option #3 was out of the <br />1 <br />1 <br />
