J V 8 <br />Council Meeting <br />k'ebx.axy 14, 1983 <br />RESOLUTION #83 -08 - REHABILITATION LOAN FOR RENTAL PROPERTY <br />Mr. Schumacher explained this deals with Section 8 Program and allows <br />owners of rental property access to low interest loans for the repair <br />of rental property. <br />Mr. Kulaszewicz moved to waive the reading of the Resolution and approve <br />the Resolution as presented. Seconded by Mrs. Elsenpeter. Motion <br />carried unanimously. <br />STATUS REPORT - MORTGAGE REVENUE BONDS <br />Mr. Schumacher reported that the application for funds had been approved <br />in the fourth position. There was only 24 million left and this is not <br />enough to make an effort to receive. Mr. Schymacher felt that in <br />September, the developers will reapply for funds at that time. <br />DISCUSSION OF LETTER TO MWCC <br />Mr. Schumacher explained this is concerned with the extension of the <br />interceptor on North Road to the border of Lino Lakes. Mr. Davidson <br />had suggested a manner for installation to include a lift station at <br />basically the same cost but the MWCC had disagreed. This letter asks <br />the request for the lift station to be deleted. <br />Mr. Schumacher was given authorization to send this letter. <br />PARK BOARD REPORT <br />Mr. Schumacher presented the Park Board request to send out an opinion <br />survey to all residents of the City. Each Council member has a copy of <br />the proposed survey. <br />Mr. Schumacher asked if this survey should be mailed separately or could <br />this be included in the bulk mailing along with the septic inspection <br />sheets? There was discussion on the cost of the mailing and the <br />Business Reply that was proposed by the Park Board. The Clerk reported <br />the permit for bulk mailing and business reply is $40.00 each, plus <br />38' for each business reply returned. The bulk mailing is by the pound <br />and should be around $130.00. <br />The consensus of the Council was to include a self- addressed envelope <br />for the returning of the forms. <br />Signs for Posing Parks - the Park Board felt the parks should be posted <br />at this time to minimize the damage to the parks. <br />Mr. Reinert felt that a study of the damage to the parks was to be <br />evaluated this Spring and felt that the posting of the signs should be <br />tabled until the completion of this survey. <br />Mayor Benson reported that he had discussed the possibility of selling <br />Country Lakes Park and returning the LAWCON grant to the State and use <br />that money for the development of the existing parks. <br />RESOLUTION #83 -09 and 83 -09A <br />1 <br />1 <br />
