1 <br />1 <br />1 <br />March 4, 1983 <br />PUBLICATION OF COUNCIL MINUTES <br />17 <br />The Forest Lake Times and the Citculating Pines had responded to the <br />requests of cost figures for the publication of the minutes of February <br />28, 1983. The Forest Lake Times offered to publish the minutes as just <br />a news item for $60.00 per month. The Circulating Pines computed the <br />cost of publshing the minutes at $89.22 and half that coast if also <br />published in the Centennial Shopper. <br />The various aspects of this was discussed by the Council. Mrs. <br />Elsenpeter felt that it was unnecessary to publish the minutes since <br />the meetings are covered by three papers and she felt that ther is <br />sufficient coverage of the happenings without the publication of the <br />minutes. She also felt this is an expense that the City cannot afford <br />at this time. <br />Mr. Marier asked Mr. Hawkins if there is a legal requirement to publish <br />the minutes and Mr. Hawkins said it is not required. <br />Mrs. Elsenpeter moved to abolish the publishing of the minutes. Second- <br />ed by Mr. Marier. Motion carried with Mr. Reinert voting, No. <br />POLICE CONTRACT - LOCAL 320. <br />Mr. Schumacher presented the contract that had been negotiated with <br />this Union. The Police will receive a 2% salary increase as of January <br />1, 1983, a 5.4% increase on July 1, 1983 and a 5% salary increase on <br />January 1, 1984. This is a two year contract. <br />Mr. Schumacher reported there will be a cap on insurance benefits as <br />of December 31, 1984. The amount the City is paying toward the insurance <br />at that date is the top amount to be paid by the City. <br />The Police officers will receive theri Holiday pay in a lump sum as <br />of December 1, of each year. Mr. Schumacher noted that the longevity <br />had been negotiated around. He felt this is a very costly item and <br />once in a contract is virtually impossible to negotiate out. <br />Mr. Marier moved to accept the contract as presented. Seconded by Mr. <br />Kulaszewicz. <br />There was questions on how th o uniform allowance is used and how it <br />is handled. At the present time, the money is given to the officers <br />to spend as needed on uniforms. Mrs. Elsenpeter suggested that the <br />officers purchase the required uniforms, present the bill to the City, <br />this amount would be deducted from the overall allownace leaving the <br />unexpended balance for their use. <br />Mayor Benson reviewed the stipulations of the contrace, noting that <br />this is the first time there has been a two year contract. This was <br />done to better give the Council the cost of the Police Department at <br />budget time for next year. <br />On voting, the motion carried unanimously. <br />
