18 <br />March 20, 1983 <br />OPTIONS FOR SENIOR CENTER CONSTRUCTION <br />Mr. Schumacher reported on the issues discussed at the last meeting <br />as to using the CDBG funds for the construction of roads. Mr. Marier <br />suggested the options be discussed. Mr. Schumacher noted the income <br />ranges for qualifying persons. He felt taht it would be very difficult <br />to find enough persons to qualify for these funds. The portion of <br />the road not qualifiying for these funds would have to be assessed <br />to the residents. <br />Mr. Reinert felt that in order ti find these persons would be an <br />administrative nightmare - would cost more to wade through this <br />exercise that it would be worth. <br />Mr. Schumacher noted that a notice had been put in the paper asking <br />for comments from the Senior Citizens and only one letter had been <br />received in support of the center. <br />Mayor Benson said that Mr. Al Ross had attended the Congregate Dining <br />and the general consensus of the persons there had been against the <br />Center because they did not want their dining to be disturbed. Mayor <br />Benson said he had had several calls supporting the Center. <br />Mrs. Elsenpeter reported that she had received a call fro a Lino Lakes <br />resident who works at the new Blaine Senior Center and she had indicat- <br />ed that many residents of Lino Lakes use that facility. She had en- <br />couraged this Council to proceed with the Center. Mrs. Elsenpeter <br />reported that, from the 1980 census figures, there are 225 females, <br />and 211 males over the age of 55. <br />Mr. Marier said he had talked with several persons on this subject. <br />He did not feel the time is right of do this Center, there are other <br />costs involved other than just the building. <br />Mayor Benson asked if this building could be used by the teens and <br />Mr. Schumacher said this would be possible only with the approval of <br />the Senior Citizens. <br />There was discussion on the possibility of the Center not being : used - <br />what then: Could the City then use the building? It was suggested <br />that perhaps the City could then but the building and use for City <br />purposes. There were no answers to these questions. <br />Mr. Reinert felt that the City has.to start somewhere - even if it <br />is only a shell - at least it's a start. <br />There was discussion on the lack of a kitchen. Mrs. Elsenpeter pointed <br />out this building is for social purposes and not dining. Mr. Karth <br />suggested that since our Senior Citizens are scattered to the wind, <br />perhaps this is a means to give some identity to this City. <br />Mayor Benson felt this subject had been discussed at length, perhaps <br />the only way to make a decision is to get a set of plans and find out <br />what it's going to cost. <br />Mrs. Elsenpeter moved to authorize the City Administrator to have <br />plans and specifications drawn up for the two options; 1) just the <br />Senior Center and 2) the Senior Center with the shell for City Hall <br />
