Mr. <br />Marier requested the work 'split' be eleiminated. Mr. Reinert <br />agreed. Seconded by Mr. Marier. Mrs. Elsenpeter asked that it be <br />noted that if there is a long driveway, it must be maintained for <br />emergency vehicles. Motion carried unanimously. <br />The second item on the agenda was a letter from the Ramsey County <br />Engineer requesting that the portion of Ash Street from 135E to <br />Otter Lake Road be reclassified from a collector to a minor arterial. <br />This is for the purpose of obtaining additional funding and the re- <br />classification is necessary to be in conformance with the Ramsey <br />County Comprehensive Plan. Mr. Kluegel noted that this was denied <br />by the Planning and Zoning Board. The P &Z felt that the traffic <br />generated at this time does not warrant this re- classification. The <br />P &Z felt there should be further study to show the need for the re- <br />classification. <br />There had been some discussion on the future plans for a diamond <br />interchange at that location. <br />Mr. Kluegel pointed out that Mr. Short had reviewed this and had <br />forwarded his comments for their consideration. <br />Mrs. Elsenpeter moved to support the Ramsey County request that the <br />200 foot strip of roadway from 135E to Otter Lake Road be re- classified <br />from a collector to a minor arterial in that it is consistent with the <br />Lino Lakes' Comprehensive Plan. Seconded by Mr. Reinert. Mayor <br />Benson asked that Mr. Short's recommendations that this be approved <br />be included in the motion. Motion carried unanimously. <br />Mr. Kluegel reported that he and Mr. Christenson from the Anoka <br />County Health Department had inspected Mr. Osheim's property and <br />could not find a problem. <br />Mrs. Elsenpeter said she had also visited with Mr. Osheim. <br />Since maintenance on those systems requires the use of Mr. Osheim's <br />property, she suggested that perhaps a transfer of property should be <br />negotiated. <br />Mr. Reinert felt this is a civil matter and the City should not get <br />involved in this matter. <br />Mr. Hawkins felt this could be solved by simply giving an easement <br />for the purpose of sanitary sewer. <br />Mr. Marier suggested that the County report be sent to Mr. Osheim. <br />Mr. Reinert moved that Mr. Kluegel get together with Mr. Osheim and <br />discuss the matter relative to the report. Mr. Osheim was in the <br />audience and had heard the discussion of the Council on this matter. <br />Mr. Reinert recommended that Mr. Osheim pursue this matter with the <br />adjoining land owner. Seconded by Mr. Kulaszewicz. Motion carried <br />unanimously. <br />Mr. Kluegel reminded the Council of the meeting scheduled for Tuesday, <br />May 24, 1983 in conjunction with the Zoning Map and Zoning Ordinance. <br />1 <br />
