1 <br />1 <br />1 <br />May 23, 1983 <br />BMX TRACK PROPOSAL <br />43 <br />Mr. Schumacher discussed the Council's concerns on construction and <br />operational costs, funding sources and time schedules. Mr. Schumacher <br />and Mr. Volk had met with Mr. Klienhans and had presented the information <br />that had been included in the Council packets. Mr. Schumacher asked <br />how some of the suggested funding sources had turned out and Mr. <br />Klienhans reported the Lions' Club will support the track. The JC's <br />had also indicated that they will support the track. <br />permission to use the VFW oarjubg kit of tgere was no special event <br />at the Club had been obtained. <br />Mr. Reinert wanted it on the records there will be no motorized vehicles <br />on this track. Mr. Klienhans said a motorized would ruin this track - <br />it is not constructed to contain the weight of the heavier vehicles. <br />The matter of insurance was discussed and Mr. Hawkins suggested the <br />City's insurance agent be consulted relative to the insurance. <br />Mr. Reinert also suggested an agreement of some type be drafted in <br />order for each party to know what their responsibilites are to each <br />other. Mr. Reinert put this as a motion and asked Mr. Hawkins to <br />follow up on this. Seconded by Mr. Kulaszewicz. Mrs. Elsenpeter asked <br />that the motion be restated. Mr. Reinert repeated his motion to in- <br />struct the Attorney to chekc inot the liability as it may affect the <br />City and to draft an agreement with the Lino Lakes BMX Parents. Motion <br />carried unanimouly. <br />GRADER ACQUISITION MnDOT <br />Mr. Volk reported on the reduction of cost for the grading of the City's <br />gravel roads. Mr. Volk had checked out several sources and found the <br />$3900.00 cost per year was a fairly normal figure. <br />Mr. Marier noted there is a wing on this grader - can this be used <br />for snow plowing? Mr. Volk said, Yes, this could be used for that <br />purpose. Mr. Marier asked if there was funds in the budget for this <br />purpose? and Mr. Volk said there was approximately $4700.00 available <br />to be used for this purpose. Mr. Reinert asked how many hours on this <br />grader and what shape it is in and Mr. Volk said it was overhauled two <br />years ago and had been used on stand -by since then. <br />Mr. Kulaszewicz moved to approve the purchase of the grader from <br />MnDOT for $4500.00. Seconded by Mr. Marier. Motion carried <br />unanimously. <br />A recess was called at this point in the meeting. The meeting reconvened. <br />REILING ROAD <br />A gentleman appeared before the Council with the requiest to construct <br />a home on Reiling Road and aksed that the street be put in. Mr. <br />Schumacher siad if the Council gave authorization for this construction, <br />then this must be discussed with the City Engineer. Mr. Schumacher <br />asked if he planned to construct the street himself and he said, No, <br />he would like this done by petition. Mr. Schumacher asked how many <br />other persons are on that street and are they aware of this request? <br />
