1 <br />1 <br />1 <br />August 8, 1983 <br />land without going through a garden. <br />Mrs. Voigt asked if carrying a conoe through and launching would be <br />allowed? or would they just be allowed to walk across,)to have access <br />to the lake? <br />81 <br />Mr. Reinert said, if the motion passes, then this will be retained and <br />used for drainage purposes. <br />Mr. Voigt asked about the minutes and was told there is nothing in the <br />minutes to indicate this Outlot was to be used by the residents as a <br />Lake access. <br />Mr. Reinert pointed out that if this becomes, <a public access for a boat <br />launch, this does not preclude the use of this land by any person from <br />any place. He pointed out the possibility of parties, litter, etc. <br />that could turn this area into something no one would want. <br />Motion carried unanimously. <br />Year Book Request - a request from the Forest Lake High School for an <br />advertisement in the Year Book. The previous year the City has purchased <br />space in the year books for all three school districts. <br />Mr. Kulaszewicz moved to purchase an ad for $100.00 in each of the <br />three year boods. Seconded by Mrs. Elsenpeter. Motion carried <br />unanimously. <br />LEGISLATIVE UPDATE - REP. JOE QUINN <br />Mr. Quinn was introduced to the Council and he suggested going through <br />a question and answer session in order to cover the areas of interest <br />to this Council. <br />Mayor Benson suggested a general statement of what he felt the legislature <br />had accomplished for small cities - some of the things that were positive <br />and some of the things that were negative. <br />Mr. Quinn noted that the economic status of the State was the most <br />improtant thing - nothing that Lino Lakes had received only a portion <br />of the State Aid and in the process of trying to solve this problems <br />of economics, the small cities got hurt. <br />There was also discussion on the proposed race track, the odds that it <br />could be located in the North area, number of members on the Commission, <br />etc. <br />Mr. Reinert asked about the shift in the controls being shifted downward <br />to the State and then to the local governments - he flet this has not <br />happened at the State level - will the legislature comply with this <br />practice more so in the future than they have done in the past? <br />Mr. Quinn pointed out the economic status of the State and the deficit <br />they are facing and this must be solved before any other problems are <br />considered. <br />Mayor Benson asked if there was any specific legislation the City should <br />be aware of and Mr. Quinn reminded them of the Jobs Bill and suggested <br />this be used. <br />
