82 <br />August 8, 1983 <br />Mayor Benson asked if this legislative session had done enough in the <br />economic area to avoid a situation such as just occurred? Mr. Quinn <br />felt taht steps have been taken to avoid such a deficit and that the <br />adjustments made should take care of this problem. <br />There was discussion on the Super Fund Bill and on the disposal of <br />Hazardous Waste. Mr. Quinn pointed out that he is opposed to burying <br />this material. He felt it should be burned or if stored, very, very <br />carefully monitored. <br />Mr. Reinert asked about incentives for sharing of services by the <br />smaller communities. He felt the State should provide some assistance <br />for the establishment of such programs. <br />Mr. Quinn asked why the Citites don't do it already? He requested that <br />Mr. Reinert set up a meeting - he would like to discuss this with him. <br />Mr. Quinn requested Mr. Schumacher to set up a meeting with Mr. Reinert <br />and anyone else who, would be interested in idscussing this matter. <br />• Mr. Schumacher noted the changes in the Levy Limit and asked where this <br />is going? How is the City to know how to handle this matter? <br />Mr. Quinn felt that this all goes back to the matter of property taxes <br />and if they raise, the people feel that the legislators did it and this <br />is one thing they try to avoid. He said he did not have an answer. <br />Mayor Benson thanked Mr. Quinn for spending this time with the Council <br />and answering their questions and asked that he keep them informed on <br />legislation that could affect the City. <br />1 <br />1 <br />A recess was called at this point in the meeting. The meeting reconvened. <br />PARK BOARD REPORT <br />Mr. Schumacher reported that at the last Park Board meeting the Board <br />felt the development of Country Lakes Park should be started. The <br />Board passed a motion requesting authorization for the preparation of <br />plans and specifications and to advertise for bids for this Park. <br />Mr. Schumacher reported there had been some question on the beach area <br />but there had been people from the State looking at the area and they <br />felt there should be no problem in a small swimming beach in that area. <br />Mayor Benson asked if someone knew how the new figures on the survey <br />was arrived at - does the smaller numbers represent families? Mr. Ken <br />Johnson was in the audience and he noted that these figures were put <br />together by Mrs. LaBlond and if he had understood correctly, they <br />represent families. <br />Mrs. Elsenpeter moved that the Park Board be authorized to have plans <br />and specifications prepared for Country Lakes Park and to also authorize <br />advertisement for bids on this project. Seconded by Mr. Kulaszewicz. <br />Mr. Reinert asked how much money does the City have toward the develop <br />ment of this Park? Mr. Schumacher said the City has $52,000.00 from <br />the State and approximately $59,000.00 from the Federal Government. <br />Mr. Reinert asked the total cost of the project and Mr. Schumacher said <br />$145,000.00. <br />The Motion carried with Mayor Benson voting, No. <br />
