84 <br />August 8, 1983 <br />areas that could be served by the proposed lift station. There are <br />certain areas that could be served by gravity and this was pointed out. <br />This would include the area south of Gladstone to include the Lake <br />Drive area. It was pointezi this is the area that could be served. <br />Mr. Davidson presented some suggestions for the paying for this facility <br />to include connection charges, etc. There are no figures to deal <br />with at this point in the study. <br />Mr. Davidson suggested the Rice Lake Estates plat be served by a <br />system such as is in the Country Lakes area and explained how this <br />could be connected to a full system at a later date. <br />Mr. Davidson suggested a detailed study on the sewer and water district <br />in order to more fully know the extent of the area. <br />Mr. Davidson reported that, based on the preliminary report given here <br />tonight, he would recommend a feasibility study be prepeared for both <br />the water and sewer districts. Both studies would cost $5,000.00. <br />Mrs. Elsenpeter asked, if with just the trunk line and the system to <br />the pla, would this be feasible and Mr. Davidson said, Yes. <br />Mr. Reinert felt it is important that the residents understand that this <br />service is just available and the consideration of this porject if for <br />the Rice Lake Estates. <br />Mayor Benson asked if a portion of the feasibility study for the water <br />and sewer districts would not be paid by the developers and Mr. <br />Davidson said, Yes, if the project proceeds, then that portion of the <br />costs dealing with the project, will be charged back to the project. <br />The district was outlined and discussed. Mr. Reinert felt it was im- <br />protant that it be made clear that ony the Rice Lake Estates would be <br />forced to connect to the sewers, for the remainder of the area, it would <br />be available. <br />Mr. Schumacher questioned the agailability of this line to serve Ulmer's <br />III Addition - Mr. Davidson said a line would need to be extended North <br />on '2nd Avenue to serve the plat. <br />Mr. Reinert felt it was very important that defined lines and some <br />definite facts be available before any informational meeting is scheduled/ <br />Mr. Davidson said he would have no problem holding an informational <br />meeting to present the information that is available. Mrs. Elsenpeter <br />felt there is not enough facts and figures to hold such a meeting. She <br />felt, that until the feasibility study is completed, there isn't much <br />to present to the people. <br />Mr. Reinert moved to authorize the feasibility study. Seconded by Mr. <br />Kulaszewicz. Motion carried unanimously. <br />ATTORNEY's REPORT <br />Mr. Hawkins reported that he had reviewed the Ordinance establishing <br />1 <br />
