Cable TV Franchise and could not find any problems with the document. <br />Mr. Hawkins pointed out, that under the City Charter, this franchise <br />must be done by Ordinance and a Public Hearing must be held. There must <br />be 10 days published notice and therefore, due to publication deadlines, <br />this cannot be heard until at the next Council meeting. <br />Mrs. Elsenpeter moved to introduce the Cable TV Franchise Ordinance and <br />waive the reading of this document and to set a Public Hearing for <br />August 29, 1983 at 7:00 P.M. Seconded by Mr. Reinert. Motion carried <br />unanimously. <br />Mayor Benson requested that any Council member who will not be at that <br />meeting, please contact the office. <br />Mrs. Elsenpeter reported there will be a document forthcoming setting <br />up the commission to administer this Franchise. <br />Mayor Benson reminded the Council of the scheduled meeting for August <br />15, 1983 with the Circle Pines Utility Commission. <br />MINNESOTA EMERGENCY EMPLOYMENT DEVELOPMENT ACT <br />Mr. Schumacher reported this is the Jobs Bill that was discussed earlier <br />and noted the requirements necessary to qualify under this program. He <br />noted that this is a 40 hour per wiik job for 6 months or 20 hours per <br />week for one year. The salary is $4.00 per hour with a $1.00 additional <br />for benefits. Mr. Schumacher reported there is some question on the <br />$1.00 for benefits - he will have more information on this later. <br />After some discussion as to the hours, salaries, and jsut where these . <br />persons would be used, Mr. Reinert moved to proceed with these <br />applications and discuss the employing when the applicants are available. <br />Seconded by Mrs. Elsenpeter. Motion carried unanimously. <br />TAX FORFEIT PROPERTY <br />Mr. Schumacher reported on this application reporting that Mrs. Langfeld <br />had discussed this property with Mr. Reinert as to the price of the lots. <br />Mr. Reinert had suggested that the lots be conveyed to the City for $1.00 <br />and Mrs. Langfeld has said the price had been set at $100.00. <br />Mr. Reinert moved to obtain these lots on Black Duck Drive for $100.00 <br />per lot. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />WAYS & MEANS COMMITTEE RECOMMENDATIONS <br />This committee had met to consider the review of the Building Official's <br />salary and had recommended a 2% adjustment effective July , 1983. <br />The second item discussed was using SBA for an investment firm for the <br />City. The Committee had recommended this firm be used on a very limited <br />basis using only $100,000.00 and reporting to the Council at each meeting. <br />Mrs. Elsenpeter moved to approve both recommendations of the Ways & Means <br />Committee. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />OLD BUSINESS <br />
