Special Council Meeting <br />August 22, 1983 <br />the ShorelandManagement Ordinance and set a Public Hearing for September <br />12, 1983 at 7:45 P.M. and the Engineer is to review this Ordinance and <br />Ireport back to the Council. Seconded by Mr. Kulaszewicz. Motion carried <br />unanimously. <br />IAfter some discussion on the need to have some time to study the report be- <br />fore the informational meeting is held, Mr. Reinert moved to set the <br />meeting for September 19, 1983 at 7:00 P.M. Seconded by Mr. Kulaszewicz. <br />This meeting is to be advertised in the Circulating Pines as wll as the <br />White Bear Press. Motion carried unanimously. <br />89 <br />Mr. Kluegel reported on some of the areas that he is working on to get <br />completed and also some of the Letters of Credit that should be looked at <br />before the construction season ends. Mr. REinert suggested that Mr. Kluegel <br />make a list of these areas that the Council should be looking at for getting <br />completed. <br />ENGINEER's REPORT <br />Mr. Davidson moted that the Mardon Acres Letter of Credit is on the agenda <br />later. He reported on the testing of the streets in that plat and felt that <br />this street does not meet City specifications and is suggesting that a <br />$3000.00 escrow be established for two years to ensure this street is main- <br />tained properly and an $800.00 escrow for the Air Park Street that was in- <br />stalled in the same manner. Mr. Davidson also recommeded that the project <br />be completed or the Letter of Credit should be drawn by the end of the month. <br />Mr. Davidson presented a time schedule for the hearings on the Rice Lake <br />Estates. The fesibility report will be presented at the September 12, 1983 <br />meeting. Mr. Davidson suggested the informational meeting be held any time <br />after that. <br />Water Management Organization Board Meeting - Mr. Davidson reported on the <br />meeting that the suggested changes he had presented had been considered. <br />He had presented to the Council the changes that had been made in this <br />document. <br />Mr. Reinert asked that any action on this document be delayed until the <br />Council members has a chance to read and study. This matter to be on the <br />next agenda. <br />A recess was called. The meeting reconvened. <br />PUBLIC HEARING - REILING ROAD <br />Mayor Benson called the Public Heaing to order at 8:10 P.M. Mr. Davidson <br />presented the procedure noting that after this Public HEaring, according <br />to the City Charter, there is a 60 day waiting period before any action can <br />be taken. <br />IMr. Davidson noted that this a a proposed improvement for aproximately <br />600' West. This street will be constructed according to Rural Standards. <br />The total cost of the project has been estimated at $26,760.00 and will be <br />financed by the selling of Bonds by the City. This will compute to $24.00 <br />per front foot assessment. Mr. Davidson emphasized these are estimated <br />
