IAn Urban service boundary was established. This is the aeea where growth <br />will be encouraged, where services can be provided without the need to <br />expand the existing services by any great amount. The rural area is where <br />rapid growth will be discouraged, the minimum lit size is to be 5 acres, <br />with the option to replat when sewer is available. <br />97 <br />Special Meeting <br />April 19, 1983 <br />As this land use was discussed, the classifications have been expanded to <br />17 different districts. These districts were then tranferred to a zoning map. <br />The relationship of commercial land use. Projections of how much commercial <br />land is needed was done, and it was felt that approximately 400 acres of <br />land would be needed. The decision of where to locate this classification <br />was based on many factors. <br />Some of the factors considered was the location of the commercial where <br />access was adequate and to eliminate the strip zoning along Lake D rive and <br />Hodgson Road. The most sensible location was at the intersections of the <br />Freeways. The commercial lands along Lake Drive was located in clusters <br />to eliminate the necessity for individual driveways along that thoroughfare. <br />It creats a safer flow for the traffic. <br />Mr. Short pointed out there are two parts to this - the zoning ordinance <br />and the zoning district map. The ordinance sets the rules and regulations <br />governing the districts as shown on the map. <br />Mr. Short completed his presentation. Mayor Benson requested that each <br />person who had a question to list it on the forms at the rear of the hall <br />Iand leave it on the council table and they will be heard after the break. <br />A ten minutes break was called at 7:45 P.M. The meeting reconvened at 8:OOP.M. <br />Mr. James Flannery - representing Mr. Jim Spetzman with property on Lake <br />Drive. Mr. Flannery pointed out this property was rezoned in 1979 from C -A <br />to LI. Mr. F lannery pointed out that if this property is rezoned at this <br />time he felt it would be inequitable and the owners would suffer a financial <br />loss. Mr. Flannery had submitted a letter setting forth this matter in <br />detail and requested the Council consider his request to not change the <br />classification of this land. <br />Forest Tagg - SE Corner of I35W and Lake Drive - He wons 29 acres and re- <br />quested that the rear portion of this land be included in the LI classifi- <br />cation. He also owns 10 acres on the North side of the Lino Air Park which, <br />under this ordiannce, cannot be split. <br />Gary Duncanson - Luther's Marine - the back of his buildings are about 10 <br />yards from the GB calssification border. If the area remains divided in <br />this manner, he will only be able to park about 10 boats in the proper area. <br />Mr. Duncanson requested that the GB calssification be extended to include <br />all his property to include the house and the two lots within the plat <br />to the East that is under the high lines. Due to the lines, the lots are <br />unbuildable. <br />IMR. Reinert aksed would it create a problem by including the lakd where <br />the house is and Mr. Duncasnon said, No, he would prefer the house not be <br />there. With this calssification, he would then have more space for the <br />storage of boats. <br />
